Future Potential<br />

<strong>Forest</strong> certification appears to have considerable potential to improve forest<br />

management <strong>in</strong> develop<strong>in</strong>g countries <strong>and</strong> countries <strong>in</strong> transition. However, to realize<br />

that potential, some significant difficulties need to be overcome, requir<strong>in</strong>g focused<br />

action by FSC, sympathetic <strong>in</strong>dustry, national governments, environmental NGOs<br />

<strong>and</strong> certification supporters. The major issues that need to be addressed are market<br />

dem<strong>and</strong>, illegal logg<strong>in</strong>g, foresters’ attitudes, community capacity, certification<br />

st<strong>and</strong>ards, certification costs, <strong>and</strong> closed forest policy networks.<br />

Market Dem<strong>and</strong><br />

Market dem<strong>and</strong> has been a driver of certification <strong>in</strong> many of the case study countries.<br />

Future efforts will have to focus on spurr<strong>in</strong>g additional dem<strong>and</strong> for certified<br />

products, especially <strong>in</strong> regions whose export markets have not shown an <strong>in</strong>terest <strong>in</strong><br />

green products, such as Asia. The approach of creat<strong>in</strong>g more “pull” for certified<br />

products appears to have more potential than approaches that create more “push” by<br />

subsidiz<strong>in</strong>g certification costs for operations with questionable market access. Also,<br />

studies of market<strong>in</strong>g strategies will be very beneficial to those certified operations<br />

that are struggl<strong>in</strong>g to sell their product.<br />

Illegal Logg<strong>in</strong>g<br />

Illegal logg<strong>in</strong>g is a problem that not only destroys forest ecosystems <strong>in</strong> its own right,<br />

but also threatens the viability of forest certification by depress<strong>in</strong>g the price of timber<br />

<strong>and</strong> creat<strong>in</strong>g extremely low-priced competitor products. New EU efforts under the<br />

<strong>Forest</strong> Law Enforcement, Governance <strong>and</strong> Trade (FLEGT) Action Plan appear to have<br />

significant potential for curb<strong>in</strong>g this problem. Such efforts should be supported <strong>and</strong><br />

also exp<strong>and</strong>ed to encompass more countries, especially major consumers such as<br />

Japan, Ch<strong>in</strong>a, Korea <strong>and</strong> the United States.<br />

<strong>Forest</strong>ers’ Attitudes<br />

<strong>Forest</strong> certification is often resisted by foresters, <strong>in</strong> part because they perceive it as an<br />

<strong>in</strong>cursion on their traditional authority. Yet many of our cases demonstrate that forest<br />

certification has served ultimately to bolster the authority of foresters, provided they<br />

are prepared to practice to emerg<strong>in</strong>g global st<strong>and</strong>ards. Given the critical importance<br />

of foresters to the adoption <strong>and</strong> implementation of certification, more effort should<br />

be devoted to expla<strong>in</strong><strong>in</strong>g the process <strong>and</strong> its benefits to them. “Model forests,” such as<br />

those that have been developed <strong>in</strong> Russia <strong>and</strong> elsewhere, are an effective method of<br />

do<strong>in</strong>g so. These have served to reorient the th<strong>in</strong>k<strong>in</strong>g of many foresters <strong>and</strong> to<br />

persuade them of the feasibility <strong>and</strong> benefits of more ecologically <strong>and</strong> socially<br />

responsible forestry.<br />

Community Capacity<br />

Many of the case studies—<strong>in</strong> particular Mexico, Guatemala, Solomon Isl<strong>and</strong>s, <strong>and</strong><br />

Papua New Gu<strong>in</strong>ea—emphasize the difficulties faced by certified community forestry<br />
