the <strong>in</strong>dicators were so specific that they appeared to be management prescriptions<br />

that were not flexible enough to allow maneuver<strong>in</strong>g by certifiers or forest managers.<br />

This approach was seriously criticized by reviewers <strong>and</strong> later corrected. Jack (1999a)<br />

summarizes the factors that led to a consensus dur<strong>in</strong>g the st<strong>and</strong>ards development <strong>in</strong><br />

the work<strong>in</strong>g group:<br />

a neutral facilitator, who created a comfortable atmosphere;<br />

the existence of FSC P&C, which clarified what could be done <strong>and</strong> what<br />

could not, i.e. it del<strong>in</strong>eated the arena for the players;<br />

the participation of scientists, immune to potential vested <strong>in</strong>terests;<br />

the fact that BOLFOR <strong>and</strong> CFV provided a neutral environment for<br />

participants;<br />

the underst<strong>and</strong><strong>in</strong>g that, ultimately, certification will benefit all;<br />

m<strong>in</strong>imal confrontation because of professionalism among the participants;<br />

<strong>and</strong><br />

participants’ striv<strong>in</strong>g to underst<strong>and</strong> their colleague’s po<strong>in</strong>t of view.<br />

The implementation of the Bolivian FSC st<strong>and</strong>ard was relatively easy for forest<br />

management operators who followed their forest management plan approved by the<br />

<strong>Forest</strong> Service (Jimmy Rojas, Industria Maderera P<strong>and</strong>o, 2004, personal<br />

communication). Accord<strong>in</strong>g to the general manager of La Chonta Concession,<br />

“<strong>Certification</strong> is not difficult to reach if managers fulfill the new <strong>Forest</strong>ry Law <strong>and</strong> its<br />

norms” (Antelo 2000). The ma<strong>in</strong> difference between the Bolivian <strong>Forest</strong>ry Law <strong>and</strong><br />

FSC St<strong>and</strong>ards is the social/labor component, which is not <strong>in</strong>cluded <strong>in</strong> government<br />

regulations <strong>and</strong> is likely the reason that social NGOs became very <strong>in</strong>terested <strong>in</strong><br />

certification <strong>in</strong> the beg<strong>in</strong>n<strong>in</strong>g. Some other key requirements of the certification<br />

st<strong>and</strong>ard <strong>and</strong> possible conflicts with governmental norms <strong>in</strong>cluded wildlife<br />

protection, forest damage reduction, road construction plann<strong>in</strong>g <strong>and</strong> ma<strong>in</strong>tenance,<br />

conflict management, forest protection, tra<strong>in</strong><strong>in</strong>g, waste management, <strong>and</strong><br />

account<strong>in</strong>g/adm<strong>in</strong>istration.<br />

One issue that rema<strong>in</strong>s unsolved is FSC Pr<strong>in</strong>ciple 9 regard<strong>in</strong>g High Conservation<br />

Value <strong>Forest</strong>s (HCVF), which apparently will require much effort from managers to<br />

identify <strong>and</strong> manage. The first attempt to deal with this issue was a study by Rumiz et<br />

al. (2001), which proposed <strong>in</strong>dicators for the national certification st<strong>and</strong>ard. The<br />

study recognized the complexity of Pr<strong>in</strong>ciple 9, particularly that it might cause positive<br />

<strong>and</strong> negative effects on certification <strong>in</strong> Bolivia. The implications were: (a) higher<br />

management <strong>and</strong> certification costs; (b) the dilemma between strict protection <strong>and</strong><br />

forest management; (c) the need for social research, local consultation, <strong>and</strong> l<strong>and</strong><br />

claims; <strong>and</strong> (d) the identification of biological <strong>and</strong> social HCVF attributes. Based on<br />

this report <strong>and</strong> further discussions, the CFV proposed a set of <strong>in</strong>dicators to the FSC.<br />

Today CFV is currently implement<strong>in</strong>g another study f<strong>in</strong>anced by Dutch foundations<br />

that aims at identify<strong>in</strong>g HCVFs <strong>and</strong> their attributes.<br />
