effects of forest certification<br />

Power<br />

No systematic research has been carried out on questions of local community attitudes<br />

to forest certification processes <strong>in</strong> Pol<strong>and</strong>. Spot surveys, observations <strong>and</strong> comments<br />

from the Association of <strong>Forest</strong>ers <strong>and</strong> Wood Technology as well as Regional<br />

Directorates <strong>in</strong>dicate that earn<strong>in</strong>g certificates by the State <strong>Forest</strong>s <strong>in</strong> many <strong>in</strong>stances<br />

exerted a positive impact on attitudes of civic <strong>in</strong>terest groups toward forest adm<strong>in</strong>istration;<br />

but it was just as often claimed that it had no impact whatsoever on forest<br />

adm<strong>in</strong>istration. This divergence of op<strong>in</strong>ion was due either to closer contacts of the<br />

two communities dur<strong>in</strong>g the audit or, <strong>in</strong> part, to a realisation that this is a process<br />

with f<strong>in</strong>al effects reach<strong>in</strong>g far beyond the local perspective on environmental issues.<br />

The need for <strong>in</strong>volv<strong>in</strong>g public op<strong>in</strong>ion, or at least segments of it, not so much <strong>in</strong> the<br />

decision-mak<strong>in</strong>g process, but rather <strong>in</strong> assess<strong>in</strong>g the quality of forestry management,<br />

has most certa<strong>in</strong>ly resulted <strong>in</strong> reduc<strong>in</strong>g tensions between the foresters’ community<br />

<strong>and</strong> local adm<strong>in</strong>istration, NGOs, <strong>and</strong> the media.<br />

On the other h<strong>and</strong>, although one should not overestimate the significance of certification<br />

<strong>in</strong> controll<strong>in</strong>g corruption, acceptance of external review of the manner <strong>and</strong><br />

method of forest management appears to be a very important consequence of<br />

changes tak<strong>in</strong>g place through the certification process. This is <strong>in</strong>tegrally bound up<br />

with free movement of goods <strong>and</strong> service requirements, where an important element<br />

<strong>in</strong> the forest/wood scene is a C-o-C document, potentially aid<strong>in</strong>g development of<br />

both sectors. This should be noted on both the local <strong>and</strong> on the national scale. The<br />

above assessment is based on data concern<strong>in</strong>g turnover <strong>and</strong> the pr<strong>in</strong>ciples of sales of<br />

timber, analysis of documents perta<strong>in</strong><strong>in</strong>g to illegal harvest<strong>in</strong>g of timber, as well as to<br />

documents of the Central Statistical Office.<br />

Social<br />

In the social sphere, the impact of certification <strong>in</strong> Pol<strong>and</strong> is very difficult to assess,<br />

certa<strong>in</strong>ly requir<strong>in</strong>g more time <strong>and</strong> application of research tools from the arsenals of<br />

sociology, <strong>in</strong> the application <strong>and</strong> <strong>in</strong>terpretation of which this author does not feel<br />

qualified. There certa<strong>in</strong>ly have been positive changes <strong>in</strong> Polish society <strong>in</strong> the<br />

communication of objective <strong>in</strong>formation <strong>and</strong> education regard<strong>in</strong>g certification <strong>and</strong><br />

its relation to the Brundtl<strong>and</strong> Commission Report of 1986 <strong>and</strong> the 1992 Earth Summit<br />

<strong>in</strong> Rio de Janeiro, as well as results of the M<strong>in</strong>isterial Conference for Protection of<br />

<strong>Forest</strong>s <strong>in</strong> Europe (MCPFE) held <strong>in</strong> Hels<strong>in</strong>ki <strong>in</strong> 1993 (Walder zum Leben 1996).<br />

This awareness allowed for avoidance of serious conflicts, at least dull<strong>in</strong>g the edge<br />

of attacks aga<strong>in</strong>st forestry <strong>and</strong> foresters, occurr<strong>in</strong>g over the past fifteen years or so.<br />

Attempts by non-governmental organizations to change forest policy largely failed<br />

due to their lack of arguments rooted <strong>in</strong> the forest-related experience. Even proposals<br />

that could have been proven on the basis of research or experience could not be<br />

<strong>and</strong> were not unconditionally accepted by the forest adm<strong>in</strong>istration.<br />
