Future Development<br />

The FSC has now established a regional office <strong>in</strong> the neighbour<strong>in</strong>g Cameroon, which<br />

may br<strong>in</strong>g about changes dur<strong>in</strong>g the com<strong>in</strong>g years <strong>in</strong> Gabon <strong>and</strong> the Central Africa<br />

sub-region. The FSC office established <strong>in</strong> Cameroon aims at promot<strong>in</strong>g FSC<br />

certification <strong>in</strong> the Central Africa sub-region (which <strong>in</strong>cludes Gabon) by establish<strong>in</strong>g<br />

a network of contact persons, sett<strong>in</strong>g FSC national work<strong>in</strong>g groups <strong>in</strong> countries such<br />

as Gabon <strong>and</strong> improv<strong>in</strong>g its communication strategy (Boetekees 2002). It is likely that<br />

dur<strong>in</strong>g the com<strong>in</strong>g five years, some of the logg<strong>in</strong>g companies will enter the FSC<br />

certification system, but <strong>in</strong> the mid-term these will still be a m<strong>in</strong>ority.<br />

Logg<strong>in</strong>g companies that have long-established experience <strong>in</strong> logg<strong>in</strong>g operations <strong>in</strong><br />

Gabon, as well as forestry adm<strong>in</strong>istrations, local NGOs <strong>and</strong> forest management<br />

service companies, are advocat<strong>in</strong>g for the development of a regional forest<br />

certification system <strong>in</strong> Africa. The regional forest certification system would be called<br />

the Pan African <strong>Forest</strong> <strong>Certification</strong> (PAFC), <strong>and</strong> logg<strong>in</strong>g companies operat<strong>in</strong>g <strong>in</strong><br />

Gabon are very much supportive of such an <strong>in</strong>itiative. A feasibility study for the<br />

establishment of such a system was conducted <strong>in</strong> 2002 (INDUFOR 2002) with the<br />

f<strong>in</strong>ancial assistance of the French government. Although the ATO is very active <strong>in</strong><br />

promot<strong>in</strong>g the establishment of an operational PAFC (which has not yet occurred) it<br />

is not clear what the role of ATO with<strong>in</strong> the PAFC would be. Would the role of ATO<br />

be limited to st<strong>and</strong>ard sett<strong>in</strong>g or would the organisation be more <strong>in</strong>volved <strong>in</strong> the<br />

<strong>in</strong>stitutional framework of such a system? The PEFC may also establish cooperative<br />

l<strong>in</strong>ks with the eventual PAFC, which would be designed follow<strong>in</strong>g the PEFC’s<br />

<strong>in</strong>stitutional design. It is possible that the PAFC could become operational dur<strong>in</strong>g the<br />

com<strong>in</strong>g five years, but the credibility of such a system would be low <strong>in</strong> European<br />

markets compared to the FSC. Nevertheless, if formal l<strong>in</strong>ks are established between<br />

the PAFC <strong>and</strong> the PEFC, there will be a better acceptance of the PAFC at the<br />

<strong>in</strong>ternational level.<br />

Stakeholders also tend to favour phased approaches to forest certification, which<br />

consist of divid<strong>in</strong>g full compliance with the st<strong>and</strong>ard <strong>in</strong>to a series of phases, mak<strong>in</strong>g<br />

it possible to focus on one or two tasks at a time, <strong>in</strong>stead of try<strong>in</strong>g to beg<strong>in</strong> all the<br />

necessary activities at once.<br />

Future Research<br />

Future research that could improve the underst<strong>and</strong><strong>in</strong>g of forest certification, its<br />

impacts <strong>and</strong> its potentials <strong>in</strong> Gabon <strong>and</strong> the Congo Bas<strong>in</strong> can be identified as follows:<br />

<strong>Forest</strong> policy approaches <strong>in</strong> Gabon <strong>and</strong> the Congo Bas<strong>in</strong>. Susta<strong>in</strong>able forest<br />

management <strong>and</strong> the success of forest certification depend to a great extent<br />

on forest policy approaches. Unfortunately there have not been important<br />

research efforts to improve the underst<strong>and</strong><strong>in</strong>g of forest policy approaches<br />

<strong>in</strong> Gabon <strong>and</strong> the Congo Bas<strong>in</strong>. What are the dynamics <strong>in</strong> decision-mak<strong>in</strong>g<br />

concern<strong>in</strong>g forest management? How is power over the management<br />

of forest resources balanced between the state, private profit-seek<strong>in</strong>g enterprises,<br />

the local populations <strong>and</strong> the donor community?<br />
