implementation of the certification system, <strong>in</strong>clud<strong>in</strong>g appeal mechanisms;<br />

Establishment of networks <strong>and</strong> cooperation with national <strong>and</strong> <strong>in</strong>ternational<br />

bodies related to timber certification to facilitate cooperation <strong>and</strong><br />

mutual recognition arrangements; <strong>and</strong><br />

Collection, process<strong>in</strong>g <strong>and</strong> dissem<strong>in</strong>ation of data <strong>and</strong> <strong>in</strong>formation related<br />

to timber certification <strong>and</strong> susta<strong>in</strong>able forest management.<br />

St<strong>and</strong>ards<br />

To help gauge the level of compliance, criteria, <strong>in</strong>dicators, activities <strong>and</strong> management<br />

specifications were formulated. Like the <strong>in</strong>stitutional arrangements, these st<strong>and</strong>ards<br />

were also developed for both national <strong>and</strong> forest management unit (FMU) levels. The<br />

C&I at the national level provided a common framework for monitor<strong>in</strong>g <strong>and</strong> evaluat<strong>in</strong>g<br />

progress towards susta<strong>in</strong>ability nationally. However, they did not specify requirements<br />

for susta<strong>in</strong>able forest management practices <strong>in</strong> the field. In this context, the C&I<br />

at the FMU level assessed directly the susta<strong>in</strong>ability of forest resource management,<br />

conservation <strong>and</strong> development <strong>in</strong> practice. It should also be noted that no s<strong>in</strong>gle C&I<br />

was alone an <strong>in</strong>dication of susta<strong>in</strong>ability. Rather, the set of C&Is were to be considered<br />

as an <strong>in</strong>tegral system to assess the practice of susta<strong>in</strong>able forest management.<br />

An FMU was def<strong>in</strong>ed as an area of forestl<strong>and</strong> managed by an organizational entity,<br />

which decided on <strong>and</strong> subsequently implemented forest activities to ensure the<br />

economic, ecological, biological <strong>and</strong> socio-cultural susta<strong>in</strong>ability of the area. The unit<br />

consisted of forest districts hav<strong>in</strong>g a number of forest reserves, which were further<br />

divided <strong>in</strong>to compartments <strong>and</strong> sub-compartments for the purpose of effective management,<br />

conservation <strong>and</strong> development of the forest resources.<br />

In Pen<strong>in</strong>sular Malaysia, each <strong>in</strong>dividual state was subsequently def<strong>in</strong>ed as an FMU.<br />

Hence, it is important to note here that MTCC is a regional certification scheme,<br />

rather than a purely FMU-based scheme. The concept of an FMU seems to be <strong>in</strong> contention<br />

<strong>in</strong> part; a question arises as to whether the entire state, for example, can be<br />

viewed as an FMU? MTCC argues that it can <strong>in</strong> view of legal <strong>and</strong> adm<strong>in</strong>istrative<br />

requirements for manag<strong>in</strong>g forest at the state level, with the state forestry director<br />

be<strong>in</strong>g responsible to the state authority for the preparation <strong>and</strong> implementation of<br />

the state forest management plan, reforestation plan <strong>and</strong> programmes relat<strong>in</strong>g to<br />

amenity forests. The allocation of Annual Allowable Cuts (AACs) for the production<br />

forests of the PFE by the National <strong>Forest</strong>ry Council is determ<strong>in</strong>ed on a state-by-state<br />

basis. In Sabah <strong>and</strong> Sarawak, the concept of FMU is def<strong>in</strong>ed differently us<strong>in</strong>g the<br />

more recognized def<strong>in</strong>ition at the concession level.<br />
