Jacksonville Naval Air Station (NAS) maintains and operates<br />
facilities and provides services and materials to support aviation<br />
activities and aircraft overhaul operations. EPA placed the<br />
installation on the NPL in November 1989, and the installation<br />
signed a federal facility agreement (FFA) in October 1990. In<br />
2005, the BRAC Commission recommended Jacksonville NAS<br />
for realignment. The installation includes the following site<br />
types: fire fighting training areas, waste storage and disposal<br />
areas, transformer storage areas, radioactive-waste disposal<br />
areas, and other miscellaneous support and maintenance<br />
areas. Typical operations have generated solvents, sludge<br />
(from on-site treatment plants), and low-level radioactive waste,<br />
which have migrated into nearby soil and local groundwater<br />
supplies. The installation's technical review committee, which<br />
formed in FY88, was converted to a Restoration Advisory Board<br />
in FY95. In FY91, the installation completed its community<br />
relations plan and established an administrative record and<br />
information repository. The installation completed 5-year<br />
reviews in FY01 and FY05.<br />
Jacksonville NAS has identified 84 sites, including 55 CERCLA<br />
sites, 24 underground storage tank (UST) sites, and 5 RCRA<br />
solid waste management units. The installation has completed<br />
Records of Decision (RODs) for Operable Units (OUs) 2 and 3,<br />
Point Sources of Contamination (PSCs) 11, 16, 21, 46, and 51.<br />
The installation also completed no further action (NFA)<br />
designation for USTs 13 and 17. The cleanup progress at<br />
Jacksonville NAS for FY02 through FY05 is detailed below.<br />
In FY02, the installation completed a site assessment report<br />
(SAR) for UST 14. The remedial action (RA) for PSCs 11<br />
(Building 780) and 48, and UST 15 continued. RAs began for<br />
PSCs 11 (Areas B, C, D) and 15 (Area G), and UST 14. The<br />
Navy completed an inventory of all Military Munitions Response<br />
Program (MMRP) sites. No MMRP sites were identified at this<br />
installation.<br />
In FY03, Jacksonville NAS completed SARs at the Petroleum<br />
Contaminated Areas (PCAs) 5, 18, 19, 23, 22I, and completed<br />
soil excavation at PCAs 5 and 14. The installation continued the<br />
RA for PSCs 11 (Building 780 and Area B), 15 (Area G), and<br />
48; PCAs 4, 14, and 16; and USTs 14 and 15. The installation<br />

PSCs 46 and 51.<br />
In FY04, the installation completed an RI/FS for PSCs 52 and<br />
11 (Areas A and E). The installation completed the treatability<br />
studies (TSs) for PCAs 4, 14, and 16. The 5-year review<br />
progressed. The installation added and approved a site for the<br />
MMRP.<br />
In FY05, Jacksonville NAS completed RODs for PSCs 46 and<br />
51. The installation completed the 5-year review and completed<br />
optimizations of PSCs 11 (Building 780), 26, and 48 (Building<br />
106). The installation continued RAs at PSC 46 and continued<br />
a TS at PSC 47. Lastly, the installation received NFA status on<br />
PCA 14. Jacksonville NAS developed the cost to complete<br />
cleanup for the identified MMRP site.<br />

Jacksonville NAS completed the ROD for PSC 11 Area A. The<br />
installation also completed a proposed plan (PP) for PSCs 11<br />
and 52.<br />
Regulatory issues delayed the ROD for PSC 52. Further<br />
investigation of the contamination plume was necesary, which<br />
caused delay in the TS at PSC 47. Funding issues delayed<br />
interim excavation removals at PSC 46.<br />

The installation initiated site assessments for seven potential<br />
MMRP sites. A draft final preliminary assessment (PA) report<br />
was also issued by the Navy.<br />
