Naval Facilities Engineering Command Northwest manages all<br />
<strong>Installation</strong> Restoration Program (IRP) and Military Munitions<br />
Response Program (MMRP) activities at Bremerton Naval<br />
Complex (BNC) and Jackson Park Housing Complex (JPHC).<br />
Most of BNC, which includes the Puget Sound Naval Shipyard,<br />
is built on contaminated fill material. Metals and<br />
petroleum/oil/lubricants (POLs) are the primary contaminants.<br />
Initial assessment studies identified six sites for BNC and eight<br />
at JPHC. The main sources of contamination are past<br />
operations, such as cleaning and demilitarization of ordnance,<br />
and ship construction, maintenance, and demolition. JPHC and<br />
BNC formed technical review committees in FY91 and FY92,<br />
respectively. Both were converted to Restoration Advisory<br />
Boards in FY94. Both installations were placed on the NPL in<br />
May 1994. An interagency agreement (IAG) was signed for<br />
BNC in 1998, and another was signed for JPHC in FY05. In<br />
2005, the BRAC Commission recommended Puget Sound<br />
Naval Shipyard for realignment. A 5-year review was completed<br />
for BNC in FY02, and for JPHC in FY05.<br />
To date, 37 sites have been identified at these installations.<br />
BNC completed Records of Decision (RODs) for Operable Unit<br />
(OU) A, OU BM (Marine), OU BT (Terrestrial), OU D, and OU<br />
Naval Supply Center (NSC). JPHC completed a ROD for OU 1.<br />
Puget Sound Naval Shipyard transferred approximately two<br />
acres of BNC OU D property to the City of Bremerton. The<br />
cleanup progress at Puget Sound Naval Shipyard for FY02<br />
through FY05 is detailed below.<br />
In FY02, the BNC remedial action (RA) construction for OU BM<br />
was completed; finalization of the RA-operation (RA-O) plan<br />
was held pending continued investigation of post construction<br />
contamination. BNC completed the feasibility study (FS) and<br />
proposed plan (PP) for OU BT. It also initiated the OU BT ROD<br />
negotiations and the remedial design (RD). The facilitywide<br />
petroleum management plan was completed. The facility<br />
completed the draft 5-year review report for BNC. JPHC<br />
completed the RA for OU 1. The Navy identified two MMRP<br />
sites at JPHC: OU 3T JPHC and OU 3M. The installation<br />
completed an archive search report for JPHC.<br />
In FY03, BNC completed negotiations with regulatory and<br />
resources agencies for the OU BM RA-O monitoring plan. The<br />

installation initiated biological and sediment monitoring. The OU<br />
BM response action characterization requirements were<br />
negotiated and characterization of impacted sediment was<br />
completed. The installation also completed remedy selection,<br />
and completed the draft final ROD for OU BT and the RD for<br />
OU BT remedial construction. The installation initiated removal<br />
actions and a long-term management (LTM) plan for OU BT.<br />
The installation completed a focused remedial investigation<br />
(RI)/FS and capping removal action for OU D. The installation<br />
continued monitoring and a remedy inspection at OUs A, C,<br />
and NSC, and initiated remedy maintenance at OU A. At JPHC,<br />
the installation continued ROD-required LTM at OU 1. The draft<br />
No Further Action PP for OU 2 was submitted to regulators.<br />
The OU 3M preliminary assessment and site inspection (PA/SI)<br />
was completed. The installation completed OU 3T JPHC PA/SI,<br />
munition hazard assessment, sited temporary storage munition<br />
magazines, and initiated the OU 3T RI. The installation<br />
completed approximately 30 percent of the Phase I fieldwork.<br />
In FY04, BNC completed the OU D focused RI/FS and capping<br />
removal action, the OU BT ROD and construction of the<br />
pavement cap and shoreline stabilization remedy components.<br />
The installation also finalized the OU BT monitoring plan and<br />
well installation, and issued an explanation of significant<br />
differences and completed OU BM response action. The<br />
installation also conducted ROD-required monitoring for all<br />
applicable BNC OUs and JPHC OU 1. The installation<br />
continued discussions with the regulators regarding the JPHC<br />
OU 2 PP, and completed OU 3T Phase I RI fieldwork. The<br />
installation completed side scan sonar and bathymetric survey<br />
for JPHC OU 3M.<br />
In FY05, Puget Sound Naval Shipyard continued LTM at BNC<br />
OUs A, C, and NSC. The installation also completed the final<br />
component of the shoreline erosion control system and<br />
vegetated cap at BNC OU BT. BNC conducted RA-O sampling<br />
at the OU BM. The Navy signed a ROD for OU D and began<br />
implementing the remedy. JPHC continued LTM and conducted<br />
an additional investigation to address benzene seep for OU 1.<br />
JPHC identified free product in new deep wells. JPHC<br />
completed geophysical data interpretation and a field summary<br />
report at Site OU 3T for RI Phase I. The Navy completed draft<br />
RI/FS work plans for Site OU 3M.<br />
