EPA placed Williams Air Force Base (AFB) on the NPL in 1989,<br />

and the Air Force signed a federal facility agreement (FFA) in<br />

FY90. In July 1991, the BRAC Commission recommended<br />

closure of the installation. The installation closed in September<br />

1993. Sites identified at the installation include the liquid fuels<br />

storage area, Fire Protection Training Area No. 2, a collapsed<br />

stormwater line, and the old pesticide/paint shop. The<br />

installation updated the BRAC cleanup plan in FY97 and FY05.<br />

The Air Force completed a 5-year review in FY01.<br />

Before base closure, environmental studies identified 15 sites.<br />

These sites were consolidated into three operable units (OUs).<br />

In FY93, an environmental assessment of 30 additional areas<br />

resulted in the creation of two more OUs, including 17 new<br />

<strong>Installation</strong> Restoration Program (IRP) sites. A sixth OU was<br />

created by consensus statement. To date, Records of Decision<br />

(RODs) have been signed for OUs 1 through 5. Approximately<br />

3,856 acres have been transferred to date. The cleanup<br />

progress at Williams AFB for FY02 through FY05 is detailed<br />

below.<br />

In FY02, groundwater monitoring continued at OU 1 Landfill<br />

(LF) 004, OU 2 Site ST 012, and compliance site Building 760.<br />

The installation agreed to take more aggressive remedial<br />

actions at ST 012 and drafted an explanation of significant<br />

differences for the OU 2 ROD accordingly. The installation<br />

continued the removal action (landfarming of contaminated<br />

soils) at Spill Site 17 (SS 017).<br />

In FY03, the Air Force continued groundwater monitoring at OU<br />

1 LF 004, OU 2 Site ST 012, and compliance site Building 760,<br />

and initiated groundwater monitoring at OU 6 SS 017. In<br />

preparation for innovative thermal enhanced extraction (TEE)<br />

treatment at OU 2 Site ST 012, the installation obtained<br />

regulatory concurrence on a detailed conceptual site model of<br />

the complex site geology and facilitated a peer review of<br />

thermal technology through Arizona State University. The<br />

installation initiated an evaluation of the landfarming removal<br />

action at SS 017.<br />

In FY04, the installation transferred 39 acres and planned for<br />

the construction and operation of the initial phase of TEE at OU<br />

2 Site ST 012. The installation also conducted an engineering<br />

evaluation and cost assessment for the Bullet Fragment area of<br />

concern (AOC). Regulators continued to review the OU 6 ROD.<br />

The Air Force conducted an inventory of Military Munitions<br />

Response Program (MMRP) sites. MMRP sites were identified<br />

at this installation.<br />

In FY05, the installation completed a removal action at the<br />

Bullet Fragment AOC and restored the site. The Air Force<br />

began evaluating requirements at MMRP sites at this<br />

installation.<br />

Williams AFB initiated a thermal treatability study (TS) pilot at<br />

OU 2 (Site ST 012) and initiated construction. The Air Force<br />

installed additional groundwater monitoring wells and awarded<br />

a supplemental investigation at OU 1 (LF 004). The cost of<br />

completing environmental restoration has changed significantly<br />

due to technical issues, regulatory issues, and changes in<br />

estimating criteria.<br />

Technical issues delayed amending the OU 2 ROD.<br />

Administrative issues delayed property transfer and the OU 6<br />

ROD. The installation submitted the draft 5-year review to<br />

regulators; however, scheduling issues delayed completion.<br />
