Studies conducted at Alabama Army Ammunition Plant (AAP)<br />

since FY83 identified various sites as potential sources of<br />

contaminants. Prominent site types include: a former<br />

ammunition production and burning ground for explosives;<br />

industrial wastewater conveyance systems, ditches, and a red<br />

water storage basin; landfills; underground storage tanks;<br />

polychlorinated biphenyl (PCB)-containing transformers; and a<br />

former coke oven. The installation has six operable units in<br />

Area A and Area B. The groundwater, surface water, sediment,<br />

and soil are contaminated with nitroaromatic compounds, heavy<br />

metals, and explosives waste. EPA placed the installation on<br />

the NPL in July 1987, and the installation signed a federal<br />

facility agreement (FFA) in December 1989. In FY94, the Army<br />

formed a BRAC cleanup team. During FY95, the Army<br />

attempted to establish a Restoration Advisory Board (RAB), but<br />

received no applications for RAB membership.<br />

The Army has signed three Records of Decision (RODs) to<br />

date. The installation closed 35 groundwater monitoring wells in<br />

FY99. The Army completed the early transfer of property to the<br />

City of Childersburg in FY03. The cleanup progress at Alabama<br />

AAP for FY02 through FY05 is detailed below.<br />

In FY02, the installation submitted the draft final soil feasibility<br />

study (FS) for regulatory review and the groundwater remedial<br />

investigation (RI) work continued. Final fieldwork, to include an<br />

off-site potable well survey, was underway. The process for<br />

early transfer of the remaining property to the City of<br />

Childersburg continued. The installation completed the finding<br />

of suitability for early transfer for Area B and closed<br />

groundwater monitoring wells in Area A. The Army initiated an<br />

inventory of closed, transferred, and transferring (CTT) ranges<br />

and sites with unexploded ordnance, discarded military<br />

munitions, or munitions constituents.<br />

In FY03, the installation completed the early transfer of property<br />

to the City of Childersburg. The installation completed a potable<br />

well survey and groundwater RI fieldwork. The Army completed<br />

the CTT ranges and sites inventory that identified no Military<br />

Munitions Response Program (MMRP) sites at this installation.<br />

The technical review committee discussed the soil and<br />

groundwater past actions, as well as future documented<br />

actions.<br />

In FY04, the installation submitted the draft groundwater RI for<br />

regulatory review, along with further site sampling of the South<br />

Georgia Road site. The installation completed the soil FS.<br />

In FY05, the installation completed the draft soils proposed<br />

plan.<br />

completed a work plan addendum for additional groundwater<br />
