McGuire Air Force Base (AFB) provides quick-response airlift<br />

capabilities for placing military forces into combat situations.<br />

EPA placed the installation on the NPL in October 1999. In<br />

2005, the BRAC Commission recommended McGuire AFB for<br />

realignment. Sites include landfills, waste piles, fire training<br />

areas, hazardous waste storage areas, and spill sites. The<br />

installation formed a Restoration Advisory Board (RAB) in 1999.<br />

Forty-two sites have been identified at the installation to date.<br />

Six sites were identified at the Boeing Michigan Aeronautical<br />

Research Center (BOMARC) facility, a remote location under<br />

McGuire AFB jurisdiction. The cleanup progress at McGuire<br />

AFB for FY02 through FY05 is detailed below.<br />

In FY02, the free product recovery equipment began operation<br />

at the Bulk Fuel Storage Area (ST 09). The remedial<br />

investigation (RI) phase to delineate the extent of the<br />

trichloroethylene (TCE) groundwater plume at Site OT 16<br />

continued. The basewide background study was completed and<br />

a draft report was submitted. The report was under revision<br />

based on regulators' comments. The cleanup of the BOMARC<br />

missile accident site (RW 01) began. About 50 percent of the<br />

contaminated soil and debris was removed and shipped out for<br />

disposal. The installation held two RAB meetings, two<br />

partnering (Tier I) meetings with regulators, action officers, and<br />

base personnel; one Tier II meeting with Tier I members'<br />

superiors; and one Tier III meeting.<br />

In FY03, the installation completed operation of the free product<br />

recovery equipment at pilot scale for Site ST 09. The basewide<br />

background study report was also finalized. Based on an<br />

environmental site inspection, 19 former areas of concern were<br />

added as new sites, resulting in a total of 42 sites at the<br />

installation. Two RAB meetings were held. Seven partnering<br />

(Tier I/II) meetings were held with regulators, action officers,<br />

and base personnel. Three Tier III conference calls were held.<br />

In FY04, the installation began RI work plan development at<br />

Landfills (LFs) 02 and 03. In addition, the installation completed<br />

soil removal at the BOMARC missile accident site (RW 01) and<br />

interim remedial action Phase I soil removal at Fire Protection<br />

Training Area 3 (FT 13). McGuire AFB continued the RI study<br />

for the TCE groundwater plume delineation and source<br />

investigation at Site OT 16, as well as for the Spill Site at<br />

Building 2227 (SS 24), and document preparation for LF 03.<br />

The installation held two RAB meetings, one Tier I/II partnering<br />

meeting and one Tier III partnering meeting.<br />

In FY05, McGuire AFB completed RI fieldwork at LF 03 and an<br />

RI at Building 2227 (SS 24). The installation initiated a<br />

comprehensive basewide conceptual site model (CSM),<br />

ecological study, and background study. The Department of<br />

Energy led a survey at the BOMARC missile accident site (RW<br />

01) and identified numerous discrete particles of contamination.<br />

McGuire AFB expanded the fence line around the BOMARC<br />

facility to contain some of the identified particles. The<br />

installation held two RAB meetings, one Tier I/II partnering<br />

meeting, and one Tier I/II/III partnering meeting. The Air Force<br />

updated its Military Munitions Response Program (MMRP)<br />

inventory. No MMRP sites were identified at this installation<br />

during the inventory development.<br />

McGuire AFB completed additional site surveys and initiated<br />

particles cleanup of the Class 1 cleanup area at Site RW 01.<br />

The Air Force continued work on the comprehensive basewide<br />

CSM, ecological study, and background study. The installation<br />

initiated RIs at the LF Operable Unit (OU) (LF 02/Site WP 21,<br />

LF 19, and LF 20) and at Site ST 07. McGuire AFB completed<br />

the RI study at LF 03. Additionally, McGuire AFB continued the<br />

basewide ecological study, which included flyover surveys, a<br />

full basewide wetland delineation, and other key ecological<br />

components. The cost of completing environmental restoration<br />

has changed significantly due to changes in estimating criteria.<br />

The installation began fieldwork at Site OT 16; however,<br />

regulatory issues delayed final completion. Regulatory issues<br />

also delayed initiation of an RI at Site ST 09.<br />

McGuire AFB held one Tier I/II partnering meeting and two RAB<br />

meetings. The base also initiated the RAB Journal. Two RAB<br />

mailings were distributed.<br />
