The 2005 BRAC Commission recommended Kansas Army<br />

Ammunition Plant (AAP) for closure. The Army established<br />

Kansas AAP in 1941-42 as part of the pre-World War II<br />

build-up. The original construction consisted of three load lines,<br />

four component areas, an ammonium nitrate area, five<br />

explosive storage areas, an inert storage area and a<br />

maintenance and administration area. The RCRA Part B permit,<br />

issued in August 1989, identified 25 solid waste management<br />

units requiring investigation for possible contamination. Areas<br />

of investigation include production areas, landfills, open burning<br />

cages, open burning pads, an open detonation area, and<br />

miscellaneous maintenance and support areas. Primary<br />

contaminants of concern in the production and open burning<br />

areas are explosives and metals. The Army has detected<br />

explosives in groundwater in some production areas. The<br />

greatest hazards in the production areas were generally highest<br />

near the sumps and production facilities. The Army detected<br />

some contamination at all landfill areas. Two closed landfill<br />

areas contained volatile organic compounds (VOCs),<br />

semi-volatile organic compounds (SVOCs), and metals in<br />

surface soils and groundwater. The Phase I RCRA facility<br />

investigations of contaminated sites began in FY92 and were<br />

completed in FY98. The human health risk assessment and<br />

ecological risk assessment were approved in FY99.<br />

The installation completed a corrective measures study (CMS)<br />

that identified some sites for no further action and five sites for<br />

corrective actions. The Army has completed removal actions for<br />

explosives contamination and metals-contaminated soils at the<br />

900 Area, 1000 Area, 1100 Area, and open burn areas. The<br />

cleanup progress at Kansas AAP for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation completed the final data gap study for<br />

various contaminants in soil and groundwater at KAAPs 01, 02,<br />

03, 04, 05, 09, 10, 16, 17, 19, 20, 21, 22, 28, and 37.<br />

In FY03, Kansas AAP completed the installation of a monitored<br />

natural attenuation system for the 700 Area Groundwater. The<br />

installation also completed additional investigation of the<br />

groundwater at KAAP 22.<br />

In FY04, the installation completed remedial actions for soil at<br />

KAAPs 10, 20, 21, 22, and 41 using excavation and thermal<br />

treatment of explosives-contaminated soil and<br />

solidification/stabilization of metals-contaminated soil. The<br />

installation also initiated further investigations of KAAPs 17 and<br />

19 groundwater.<br />

In FY05, the BRAC Commission recommended Kansas AAP<br />

for closure. Kansas AAP completed the Closure/Post-Closure<br />

Plan for the 700 Area Groundwater. Kansas AAP also<br />

completed an installationwide CMS for groundwater and landfill<br />

covers, and remedial investigations at KAAP 43.<br />

The installation presented a sitewide Statement of Basis to the<br />

public. The Army initiated an Environmental Condition of<br />

Property report in response to the BRAC 2005 recommendation<br />

for closure of the installation.<br />

(MMRP) actions at this installation.<br />
