The Army constructed Joliet Army Ammunition Plant (AAP) in<br />
the early 1940s. It was then one of the largest munitions and<br />
explosives manufacturers in the Midwest. <strong>Installation</strong><br />
operations included manufacturing explosives, and loading,<br />
assembling, and packing (LAP) munitions for shipment. EPA<br />
placed the 9,159-acre Manufacturing Area and the 14,385-acre<br />
LAP Area on the NPL in July 1987 and March 1989,<br />
respectively. The installation consolidated all sites into two<br />
operable units (OUs), one for groundwater contamination and<br />
another for contamination of soil. The installation signed an<br />
interagency agreement (IAG) in June 1989. In FY95, the<br />
installation formed a Restoration Advisory Board. In FY04, the<br />
installation completed 5-year reviews for soil and groundwater<br />
OUs.<br />
Environmental studies conducted between FY78 and FY88<br />
identified 53 sites at Joliet AAP. The Army has transferred<br />
nearly 22,000 acres, including 15,000 acres to the U.S. Forest<br />
Service, almost 2,820 acres to the State of Illinois for industrial<br />
park reuse, 2,630 to U.S. Department of Agriculture (USDA),<br />
982 acres to U.S. Department of Veterans Affairs, and 455<br />
acres to Will County, Illinois. The Army also completed an<br />
installationwide Record of Decision (ROD) in FY99. The most<br />
significant cleanup activities completed through FY01 were<br />
excavation and treatment of many thousand tons of<br />
contaminated soil. The cleanup progress at Joliet AAP for<br />
FY02 through FY05 is detailed below.<br />
In FY02, the installation completed bioremediation of 36,000<br />
tons of explosives-contaminated soil. The Army conveyed 455<br />
acres to Will County, Illinois. The Army initiated the ROD for<br />
future USDA lands. The installation initiated an inventory of<br />
closed, transferred, and transferring ranges and sites with<br />
unexploded ordnance (UXO), discarded military munitions, or<br />
munitions constituents that identified Military Munitions<br />
Response Program (MMRP) sites at this installation. Two sites<br />
were cleared of UXO. The Army resumed excavation of<br />
explosives-contaminated soil from the TNT production area and<br />
excavated over 40,000 tons. Prior to the last tenant leaving the<br />
installation, the installation swept their function test area and<br />
removed UXO debris prior to acceptance of the property.<br />

In FY03, the installation excavated an additional 40,000 tons of<br />
explosives-contaminated soil from the TNT production area and<br />
bioremediated 36,000 tons of soil. The Army initiated a site<br />
inspection (SI) at four MMRP sites. A multi-agency group,<br />
which includes the Army, EPA, Illinois EPA, USDA, the U.S.<br />
Forest Service, U.S. Fish and Wildlife Service, and the Illinois<br />
Department of Natural Resources, reached agreement on the<br />
cleanup goals for Joliet AAP lands transferred to USDA.<br />
In FY04, the installation completed 5-year reviews for soil and<br />
groundwater OUs. The Army transferred 305 acres to the State<br />
of Illinois; the remaining balance of land is slated for the Island<br />
City Industrial Park. The installation completed a feasibility<br />
study, proposed plan, and ROD for lands transferred to USDA<br />
and initiated a transfer of 2,440 acres to USDA. The installation<br />
excavated and bioremediated an additional 36,000 tons of<br />
explosives-contaminated soil. Additionally, the installation<br />
initiated the SIs for MMRP sites.<br />
In FY05, Joliet AAP completed remedial action (RA) in the TNT<br />
Area. The Army transferred 304 acres of Deer Run Industrial<br />
Park to the State of Illinois and 2,630 acres to USDA. The Army<br />
began RA for future USDA lands. The Army initiated a<br />
performance-based contract (PBC) for landfills and<br />
groundwater. The installation completed an SI of MMRP sites.<br />
The PBC addressing landfills and groundwater also includes<br />
optional line items to conduct post-SI actions at the four MMRP<br />
sites.<br />

The installation completed cleanup and developed transfer<br />
documentation for 235 acres to the State of Illinois, 20 acres<br />
less than the original estimate. It also completed cleanup and<br />
developed transfer documentation for 580 acres to USDA.<br />
Joliet AAP completed RA at Sites L1, L4, L7, L8, L9, L10, M2,<br />
and M9 and continued the long-term management (LTM)<br />
program for groundwater.<br />
Technical issues delayed the transfer of 145 acres to the<br />
USDA.<br />
