The Long Beach Naval Complex consists of the Long Beach<br />

Naval Shipyard (NSY), Naval Station (NS) Long Beach, and the<br />

Long Beach Naval Hospital (NAVHOSP). The Long Beach<br />

Naval Complex provided logistics support, construction,<br />

alteration, dry docking, and outfitting of ships and craft. The<br />

BRAC Commission recommended closure of the NAVHOSP,<br />

the NS, and associated housing areas in FY91; closure<br />

occurred in FY94. Closure of the NSY and associated housing<br />

areas was recommended in FY93 and occurred in FY97. NSY<br />

and NS operations that contributed to contamination include<br />

ship and vehicle repair and maintenance, utility maintenance<br />

and operation, support shops, storage of petroleum products<br />

and hazardous materials, laundry and dry cleaning, steam plant<br />

operations, and air compressor operations. Portions of housing<br />

areas associated with the NSY were used to dispose of ship<br />

wastes, drilling mud, and construction debris. In FY94, the Navy<br />

formed a BRAC Cleanup Team (BCT), which completed a<br />

BRAC cleanup plan. The BCT, composed of regulators and the<br />

Local Reuse Authority, meets quarterly. In addition, the Joint<br />

NS and NSY technical review committee was converted to a<br />

Restoration Advisory Board (RAB). The RAB meets regularly.<br />

The Navy completed a 5-year review in FY05.<br />

To date, the installation has completed Records of Decision<br />

(RODs) for Sites 1, 2, 3, 4, 5, 6A, 8, 10, 11, 12, and 13. The<br />

cleanup progress at Long Beach Naval Complex for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation worked toward completing long-term<br />

operation/long-term management (LTM) for Site 14. The<br />

feasibility studies (FSs) and proposed plans (PPs) for Sites 8,<br />

10, and 11 were completed. The Sites 9, 12, and 13 FSs were<br />

completed. The Navy completed an inventory of Military<br />

Munitions Response Program (MMRP) sites. No MMRP sites<br />

were identified at Long Beach Naval Complex.<br />

In FY03, remedial assessment operations at Sites 1, 2, and 14<br />

continued on schedule. Significant progress was made on the<br />

ROD for Sites 8 and 10; Site 11 was removed from the ROD in<br />

order to facilitate property transfer issues.<br />

In FY04, the installation began LTM operations at Sites 1, 2,<br />

and 14, but did not meet all remedial action (RA) objectives;<br />

additional monitoring was required. The installation completed<br />

the Site 7 FS, Sites 8 and 10 ROD/remedial action plan (RAP);<br />

and Sites 9, 12, and 13 PPs on schedule. The installation<br />

initiated a PP for Site 7 and RODs for Sites 7, 9, 11, 12, and 13.<br />

The draft 5-year review for Sites 1-6A, 14, and Palos Verdes<br />

operable unit (OU) 1 was completed. Drafts of the Sites 9, 12,<br />

and 13 PPs were completed. Regulatory agencies requested<br />

RODs for Site 14, Palos Verdes OU 1, and all areas of concern<br />

(AOCs) that require institutional controls (ICs). The RAB met<br />

quarterly and the BCT met monthly. Both the RAB Navy and<br />

community co-chair attended the Navy-hosted RAB workshop<br />

in July 2004 and the Navy solicited new RAB membership.<br />

In FY05, Long Beach Naval Complex initiated a radiological<br />

investigation work plan for Sites 1 and 2 and conducted LTM at<br />

Sites 1, 2, 11, 12, 13, 14, and Palos Verdes Housing OU 1. The<br />

Navy also finalized the 5-year review for Sites 1-6A, 14, and<br />

Palos Verdes OU 1. In addition, the Navy drafted the Site 7 FS<br />

addendum and finalized the Site 9 ROD/RAP. The Navy also<br />

drafted the remedial design (RD)/RA work plans for Sites 8, 9,<br />

and 10, and completed the Site 16 expanded site inspection<br />

and obtained clean closure. Lastly, the Navy conducted<br />

pre-closure groundwater sampling for Buildings 101 and 118<br />

and initiated a screening level ecological risk assessment<br />

(SLERA) for Palos Verdes OU 1.<br />

Long Beach Naval Complex completed site closure for<br />

Buildings 101 and 118. The Navy finalized RODs for Sites 11,<br />

12, and 13. The Navy also finalized the FS addendum and<br />

issued a draft final PP for Site 7. LTM operations continued at<br />

Sites 8, 9, 10, 11, 12, 13, and 14. The installation also<br />

conducted groundwater monitoring at Site 14. The decision was<br />

made to combine the RD/RA work plan for Sites 8, 9, and 10<br />

and the RD/RA work plan for Sites 11, 12, and 13 into one work<br />

plan. The installation began development of a strategy to<br />

achieve site closure for radiological concerns at Sites 1 and 2.<br />

A SLERA was issued and LTM was performed for Palos Verdes<br />

OU 1. Long Beach Naval Complex began an evaluation on the<br />

status of AOCs on Navy owned property. The Navy met with<br />

regulators and determined that no further action was required at<br />

Site 6B. The cost of completing environmental restoration has<br />

changed significantly due to technical issues.<br />

The radiological investigation work plan and fieldwork for Sites<br />

1 and 2 were not completed due to contractor issues. The<br />

installation did not complete the draft ROD for Site 7 due to<br />

delays in finalizing the FS addendum. The Navy did not initiate<br />

documentation of ICs for Site 14 due to delays in the finalization<br />

of a ROD for Site 14. Technical issues delayed the basewide<br />

RCRA permit closure and request for basewide ROD for ICs.<br />

The BCT met quarterly and the RAB met semi-annually.<br />
