Lowry Air Force Base (AFB) supported the 3400 Technical<br />

Training Wing. In 1991, the BRAC Commission recommended<br />

closure of all but 108 of the 1,866 acres at Lowry (the Air Force<br />

retained 80 acres, as an additional 28 acres were subsequently<br />

closed). The base closed in September 1994. The Defense<br />

Finance and Accounting Service and the Air Force Reserve<br />

Personnel Center remain at Lowry in cantonment areas, but will<br />

be closed under BRAC 2005. Environmental sites at the former<br />

base include fire training areas, landfills, a fly ash disposal<br />

area, coal storage yards, and underground storage tanks. In<br />

FY94, an Environmental Baseline Survey was completed. The<br />

installation's Restoration Advisory Board (RAB) began receiving<br />

technical assistance for public participation funding in FY99.<br />

The cleanup progress at the former Lowry AFB for FY02<br />

through FY05 is detailed below.<br />

In FY02, the delineation of the fire training zone dioxin<br />

contamination was completed. The environmental services<br />

cooperative agreement (ESCA) for privatization of the landfill<br />

and groundwater was finalized. Groundwater pilot studies were<br />

conducted.<br />

In FY03, remedial actions (RAs) were completed for soil<br />

contamination at two newly-discovered tank sites: Building<br />

1432 and the Fifth and Trenton site. Two investigations and<br />

RAs were completed for contaminated soil sites. An RA and no<br />

further action (NFA) documentation were completed for the<br />

skeet range.<br />

In FY04, a polychlorinated biphenyls (PCBs) removal action at<br />

Building 402 and a basewide RCRA facility assessment (RFA)<br />

were conducted. Monitoring for radioactive parameters at the<br />

landfill progressed on schedule. Investigations and RAs at<br />

contaminated soil sites were completed. Groundwater<br />

monitoring was conducted at Building 606, and payments<br />

continued for the FY02 privatization agreement. The Air Force<br />

conducted an inventory of Military Munitions Response<br />

Program (MMRP) sites. MMRP sites were identified at this<br />

installation.<br />

In FY05, the installation completed the final RFA report and the<br />

PCBs removal action at Building 402. Quarterly monitoring for<br />

radioactive parameters at the landfill continued. A previously<br />

abandoned septic tank near Dayton Street was investigated<br />

and removed. In addition, the installation completed several<br />

removal actions involving asbestos-containing materials<br />

discovered in soil. The Air Force incorporated RAs at remaining<br />

sites and new RFA areas into comprehensive agreement<br />

negotiations to privatize the remaining environmental cleanup<br />

and property transfer actions.<br />

The installation signed a comprehensive agreement to privatize<br />

the remaining <strong>Installation</strong> Restoration Program (IRP) and<br />

MMRP actions. Lowry AFB received concurrence from<br />

regulatory agencies and NFA documentation for establishing a<br />

foreign trade zone after soil removal, confirmation sampling,<br />

and site restoration are complete. The Air Force also received<br />

regulatory approval on the final reports for the landfill cap<br />

construction. The installation completed the abandonment of<br />

two deep wells. Lowry AFB completed the follow-up<br />

investigations at suspected waste area PAA 2 and received<br />

NFA. The installation continued long-term management (LTM)<br />

at the landfill and Building 606, investigation at Building 1432,<br />

abatement of asbestos in soil at various areas, and payments<br />

for the privatization cooperative agreements. The installation<br />

initiated the 5-year review. Lowry AFB completed Phase I and<br />

initiated Phase II of in situ chemical oxidation treatment of<br />

chlorinated solvents in groundwater and shut down two active<br />

remediation systems at Operable Unit 5. The installation<br />

completed a risk assessment simulation study to evaluate the<br />

human health risk associated with asbestos in soil at Filing 28;<br />

the report is pending. The installation submitted the final report<br />

on quarterly monitoring for radioactive parameters at the landfill<br />

zone to regulators.<br />

Contractual issues delayed RA and NFA documentation for<br />

Buildings 777 and 898.<br />

The RAB continued to meet on a monthly basis.<br />
