In May 2005, the BRAC Commission recommended closure of<br />

Lone Star Army Ammunition Plant (AAP). Lone Star AAP loads,<br />

assembles, and packs munitions. From 1943 to 1944 the Old<br />

Demolition Area (ODA), Site 17, was used to destroy faulty or<br />

nonstandard explosives. Environmental studies revealed<br />

explosives and metal contamination in the ODA. EPA placed<br />

the ODA on the NPL in 1987. RCRA sites investigated include<br />

surface impoundments, landfills, fuel storage areas, and load<br />

lines. Investigations revealed soil contamination with solvents,<br />

metals, and explosives at some sites and groundwater<br />

contamination at one site. The Army and EPA signed an<br />

interagency agreement (IAG) in 1990. In FY01 and FY06, the<br />

installation solicited interest in forming a Restoration Advisory<br />

Board (RAB), but interest was insufficient. The Army completed<br />

a 5-year review in FY06.<br />

The ODA is the only CERCLA site at the installation. One<br />

Record of Decision has been signed to date. The cleanup<br />

progress at Lone Star AAP for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the Army completed construction of the soil cover<br />

erosion controls at Site 17 (the NPL site) and initiated the<br />

remedial design (RD) at Site 16 (High Explosives Burning<br />

Ground). The remedial action (RA) at Site 33 (G Ponds) was<br />

completed. The installation determined that the RD at Site 422<br />

(B 8 Battery Washdown Sump) was unnecessary. The Army<br />

completed an inventory of closed, transferred, and transferring<br />

ranges and sites with unexploded ordnance, discarded military<br />

munitions, or munitions constituents. The inventory identified<br />

one closed range (Site 17), which the Army had previously<br />

included in the <strong>Installation</strong> Restoration Program (IRP).<br />

In FY03, the installation continued groundwater monitoring at<br />

Sites 2, 17, and 34.<br />

In FY04, the installation continued long-term management<br />

(LTM) at Sites 2, 17, 24, 33, and 34. Remedial investigations<br />

(RIs) began at Sites 6, 9, and 101. The installation completed<br />

the RD and began the soil removal action at Site 20. The Army<br />

received state approval of no further action (NFA) for Sites 78,<br />

79, and 80.<br />

In FY05, Lone Star AAP completed the RI at Site 101 with NFA.<br />

The installation initiated LTM at Site 16 and continued LTM at<br />

Sites 2, 17, 24, 33, and 34. RAs were completed at Sites 9, 16,<br />

and 20. The installation initiated RA at Site 6.<br />

Lone Star AAP performed a 5-year review of the ODA, which<br />

EPA approved. In response to the BRAC Commission's<br />

recommendation to close Lone Star AAP, the Army initiated an<br />

environmental condition of property (ECP) report and a CERFA<br />

report.<br />

The Army began the RA at Site 6; however, technical issues<br />

delayed completion. Administrative issues delayed LTM at Sites<br />

2, 16, 17, 24, 33, and 34. Technical issues delayed the<br />

groundwater modeling study at Site 2.<br />

The installation solicited community interest for a RAB;<br />

however, no interest was shown.<br />

(MMRP) actions at this installation.<br />
