Beginning in FY85, studies at this installation have identified<br />

sites at Whiting Field Naval Air Station (NAS) and the Outlying<br />

Landing Field (OLF) Barin. Whiting Field NAS has<br />

administrative responsibility for OLF Barin, located in Alabama.<br />

Site types include disposal areas and pits, storage areas, spill<br />

areas, landfills, a disposal and burning area, a maintenance<br />

area, underground storage tanks (USTs) and fuel pits, fire<br />

training areas, and drainage ditches. Whiting Field NAS formed<br />

a technical review committee (TRC) in FY89. The installation<br />

updated the community relations plan (CRP) in FY93 and<br />

FY03. Whiting Field NAS formed a TRC for the OLF Barin in<br />

FY92 and completed the OLF Barin's CRP in FY93. The<br />

installation was placed on the NPL in May 1994. In FY95, both<br />

TRCs were converted to Restoration Advisory Boards. The<br />

Navy completed draft 5-year reviews for Sites 1 and 2 in FY06.<br />

The installation is currently negotiating a federal facility<br />

agreement (FFA).<br />

Whiting Field NAS has identified 46 sites. The installation has<br />

closed 17 sites: Site 5 was closed by a consent order; Sites 8,<br />

36, and 37 were closed with no further action (NFA) necessary;<br />

and ten sites have been closed at the OLF Barin. To date, the<br />

installation has signed 14 Records of Decision (RODs). The<br />

cleanup progress at Whiting Field NAS for FY02 through FY05<br />

is detailed below.<br />

In FY02, the installation initiated interim remedial actions (RAs)<br />

at four sites. Monitoring continued for Sites 1, 2, 3, 4, 6, 30, 32,<br />

and 33, and UST 000005. The installation initiated the 5-year<br />

review for Sites 1 and 2. One ROD was signed. The NAS<br />

initiated an investigation of aviation gasoline (AVGAS) pipeline.<br />

The installation completed the RA plan for UST 000002. The<br />

Navy completed an inventory of all Military Munitions Response<br />

Program (MMRP) sites. One MMRP site was identified at this<br />

installation.<br />

In FY03, the installation completed an investigation of the<br />

AVGAS pipeline for Section E. The installation developed the<br />

RA plan for UST 000002 and is ready for the next phase of<br />

development and design. In addition, the installation continued<br />

the monitoring for Sites 1, 2, 3, 4, 6, 30, 32, and 33, and UST<br />

000005. The installation also continued 5-year reviews for Sites<br />

1 and 2.<br />

In FY04, the installation initiated the RA for Site 7 and<br />

continued monitoring land use controls (LUCs) for Sites 1, 2, 4,<br />

30, 32, and 33. The installation also initiated operations at UST<br />

000002 and monitoring at UST 00005. The installation<br />

completed RODs on five sites. The installation completed draft<br />

5-year reviews for Sites 1 and 2.<br />

In FY05, Whiting Field NAS continued RA for Site 7; continued<br />

monitoring LUCs for Sites 1, 2, 30, 32, and 33; signed five No<br />

Action or NFA RODs; and completed three remedial designs<br />

and RAs. The installation also continued operations at UST<br />

000002 and monitoring at UST 000005.<br />

Whiting Field NAS continued RA at Site 7 and UST 000002.<br />

The installation completed six RODs; one No Action ROD, two<br />

LUC RODs, and three engineering control/LUC RODs. The<br />

5-year reviews for Sites 1 and 2 were completed. The<br />

installation also continued monitoring Sites 1, 2, 30, 32, 33, and<br />

UST 000005, as well as conducted RA operations at UST<br />

000002. The cost of completing environmental restoration has<br />

changed significantly due to technical issues.<br />

Administrative issues delayed the explanation of significant<br />

differences (ESD) for the NFA ROD at Site 2. Technical issues<br />

delayed the FFA.<br />

Whiting Field NAS submitted the preliminary assessment for<br />

the MMRP site.<br />
