In July 1991, the BRAC Commission recommended closure of<br />
Eaker Air Force Base (AFB), which formerly supported aircraft<br />
and tanker operations. The installation closed on December 15,<br />
1992. Typical environmental site types include underground<br />
storage tanks, aboveground storage tanks, oil-water<br />
separators, petroleum/oil/lubricants (POLs) spill sites, and<br />
landfills. Other sites include a fire training area, waste and<br />
material storage areas, an explosive ordnance disposal range,<br />
a small-arms firing range, a trap and skeet range, a JP-4 jet fuel<br />
hydrant system, and a bulk fuel storage tank farm. The<br />
installation formed a BRAC cleanup team and a Restoration<br />
Advisory Board (RAB) in FY94 and completed a community<br />
relations plan in FY95. The BRAC cleanup plan was updated in<br />
FY97 and FY05. The RAB adjourned in FY00 due to successful<br />
remediation efforts and declining community interest. An<br />
Environmental Baseline Survey (EBS) and several<br />
supplemental EBSs (SEBSs) were completed. The last<br />
remedy-in-place was completed for all <strong>Installation</strong> Restoration<br />
Program (IRP) sites in FY99. In FY99, the Air Force completed<br />
the deed for the 110-acre golf course, and transferred the<br />
155-acre commercial tract in FY00. The installation completed<br />
the first 5-year review in FY06.<br />
Environmental studies conducted between FY85 and FY90<br />
identified 12 <strong>Installation</strong> Restoration Program (IRP) sites at<br />
Eaker AFB; since then, four additional sites have been<br />
identified. In addition, a RCRA facility assessment, completed<br />
in FY90, identified 9 areas of concern and 21 solid waste<br />
management units. Later, an administrative consent order was<br />
signed indicating that 30 sites were subject to RCRA corrective<br />
action and would be addressed under a RCRA facility<br />
investigation. The cleanup progress at Eaker AFB for FY02<br />
through FY05 is detailed below.<br />
In FY02, monitoring and operation of existing systems<br />
continued. The corrective measures implementation action<br />
report received regulatory approval. The finding of suitability to<br />
transfer and SEBS for the airfield property and the remaining<br />
commercial property were submitted to regulators; comments<br />
were received and incorporated. The deeds for all remaining<br />
property were signed. A 5-year performance-based contract<br />
(PBC) was awarded to operate and close out 9 of the 11<br />
remaining sites.<br />

In FY03, the 5-year PBC was implemented for basewide<br />
remedial action (RA) operation activities. Additionally, the Air<br />
Force conducted long-term management (LTM) and<br />
groundwater monitoring activities.<br />
In FY04, the 5-year PBC for basewide RA operation activities,<br />
LTM, and groundwater monitoring continued. LTM completion<br />
reports for six sites were submitted to regulators for approval.<br />
The Air Force conducted an inventory of Military Munitions<br />
Response Program (MMRP) sites. MMRP sites were identified<br />
at this installation.<br />
In FY05, the installation continued the 5-year PBC for basewide<br />
RA operation activities, LTM, and groundwater monitoring. The<br />
Air Force conducted field work associated with the first 5-year<br />
review and submitted the draft 5-year review report to<br />
regulators for review. The Air Force began evaluating<br />
requirements at MMRP sites at this installation.<br />

The Air Force continued the 5-year PBC for basewide RA<br />
operation, LTM, and groundwater monitoring activities. The<br />
installation completed its first 5-year review, which concluded<br />
that all remedies remaining at the base continue to be<br />
protective of human health and the environment.<br />
