White Oak Naval Surface Warfare Center (NSWC) researched,<br />

developed, tested, and evaluated ordnance technology. In July<br />

1995, the BRAC Commission recommended closure of White<br />

Oak NSWC. The facility closed in July 1997. Past activities at<br />

the installation included landfill disposal of oils, polychlorinated<br />

biphenyls (PCBs), solvents, paint residue, and other chemicals<br />

(including mercury); disposal of chemical research wastewater<br />

in dry wells; burning of explosive ordnance; and composting of<br />

sludge. Records also indicate that a radium spill occurred.<br />

Contaminants of concern are volatile organic compounds<br />

(VOCs), PCBs, cadmium, chromium, lead, mercury, nickel, and<br />

ordnance compounds. The installation's technical review<br />

committee, formed in FY89, was converted to a Restoration<br />

Advisory Board (RAB) in FY96. The installation established an<br />

administrative record, an information repository, and a<br />

community relations plan (CRP) in FY94. The BRAC cleanup<br />

plan (BCP) and the CRP were updated in FY02. White Oak<br />

NSWC completed a 5-year review in FY06.<br />

White Oak NSWC has identified 37 sites. The installation has<br />

completed 12 Records of Decision (RODs) to date, including 4<br />

in FY05. The cleanup progress at White Oak NSWC for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation finalized the site screening report and<br />

declared no further action (NFA) for 24 sites. The installation<br />

completed NFA RODs for Site 8 and Site 11 soils, and<br />

completed remedy implementation at Sites 1 and 2. The<br />

installation also submitted draft remedial investigation (RI)<br />

reports for Sites 5 and 13 to regulators. It completed the<br />

removal actions at Site 28 and Building 90 ditch. The<br />

installation submitted the final RI for Operable Unit 1. The Navy<br />

completed an inventory of all Military Munitions Response<br />

Program (MMRP) sites. No MMRP sites were identified at this<br />

installation.<br />

In FY03, the installation completed a removal action at Site 7<br />

and completed the final investigation report for Area of Concern<br />

(AOC) 2. The installation completed and signed NFA RODs for<br />

Site 28 and the Building 90 ditch. The installation submitted<br />

RODs for Site 7 and Site 11, which were under regulatory<br />

review. The installation held RAB and BRAC cleanup team<br />

meetings. The BCP was updated.<br />

In FY04, White Oak NSWC completed two RODs for Sites 7<br />

and 11 and prepared draft RODs for four sites (Sites 4, 5, 9,<br />

and 13). The installation also completed all certifications and<br />

demilitarizations of ordnance shapes. The RAB decreased<br />

meetings from bimonthly to quarterly. The installation continued<br />

partnering with EPA and the Maryland Department of the<br />

Environment.<br />

In FY05, White Oak NSWC completed and signed all remaining<br />

RODs (Sites 4, 5/13, 9, and AOC 2) and remedial actions (RAs)<br />

were initiated at Sites 5/13, 7, 9, and 11.<br />

White Oak NSWC continued RA operation (RA-O) at Sites<br />

5/13, 7, 9, and 11, and initiated RA at Sites 4, 49, and AOC 2. A<br />

Navy Tiger Team was utilized to optimize the remedy at Site<br />

11. Additionally, the installation completed a 5-year review. The<br />

Navy awarded a contract for RA at Solid Waste Management<br />

Unit (SWMU) 87.<br />

The RAB continued to meet bi-annually.<br />
