Larson Air Force Base (AFB) served as a Tactical Air<br />
Command base, then as a military air transport facility, and<br />
later as a Strategic Air Command base. The property was sold<br />
to the Port of Moses Lake in 1966 and is now operated by the<br />
Grant County Airport. Much of the former Larson AFB property<br />
served as a regional aviation, industrial, and educational facility.<br />
Environmental assessments, beginning in FY87, identified 4<br />
sites that required further investigation: 11 underground storage<br />
tanks and associated potentially contaminated soil, a<br />
trichloroethylene (TCE)-contaminated groundwater plume, an<br />
area potentially containing low-level radioactive waste, and 2<br />
disposal areas potentially containing tetraethyl lead. EPA<br />
placed the property on the NPL in October 1992, and the Army<br />
and EPA signed an interagency agreement (IAG) in March<br />
1999. The U.S. Army Corps of Engineers (USACE) established<br />
a Restoration Advisory Board at this property.<br />
USACE has identified four projects at this property. The<br />
cleanup progress for Moses Lake for FY02 through FY05 is<br />
detailed below.<br />
In FY02, USACE initiated the interim remedial action to<br />
construct and provide a replacement well for the community of<br />
Skyline. The supplemental remedial investigation (RI) work was<br />
scoped, awarded, and coordinated. USACE published a draft<br />
RI report, with several field sites requiring more investigation.<br />
In FY03, USACE completed the Skyline well replacement<br />
project and handed the well over to the owner. USACE<br />
completed the final RI report. USACE began a long-term<br />
management (LTM) program for domestic well owners on the<br />
southern edge of the plume. EPA continued to be an active<br />
participant in the restoration process and partnered with<br />
USACE and the public during all phases of the project.<br />
In FY04, USACE continued the LTM program for domestic well<br />
owners to determine the impact of TCE in groundwater to<br />
residents with private wells in Moses Lake. USACE completed<br />
planning and initiated the execution of the nature and extent<br />
investigation (NEI) of TCE in the groundwater at Moses Lake.<br />
The IAG required the NEI as a supplement to the completed RI.<br />

continued.<br />
In FY05, USACE completed the NEI of TCE in groundwater at<br />
Moses Lake. The LTM/whole-house filter program for residents<br />
with private wells in Moses Lake continued. USACE completed<br />
the draft versions of the groundwater OU FS and shallow soils<br />
OU FS and submitted the FSs to EPA. USACE submitted all<br />
deliverables required in the IAG between USACE and EPA.<br />

USACE provided ongoing litigation support to the Department<br />
of Justice regarding this property, and continued to work with<br />
EPA in support of the proposed plan (PP) and Record of<br />
Decision (ROD) process. Filters placed by USACE under the<br />
LTM/ whole house filters program continued to operate for<br />
residents with affected private wells in Moses Lake. USACE<br />
revised the groundwater and shallow soils FSs; however,<br />
regulatory issues delayed its final acceptance.<br />
