The Naval Station Todd-Tacoma shipyard is located on<br />
Commencement Bay between Hylebos and Blair Waterways in<br />
Tacoma, Washington. The U.S. Navy acquired the 191-acre<br />
facility between 1942 and 1948. Beginning in 1940, the western<br />
portion of the property, approximately 74.2 acres and owned at<br />
that time by Seattle-Tacoma Shipbuilding Corporation (later<br />
called Todd Pacific Shipyards, Inc., Tacoma Division), was<br />
rapidly developed to support the war effort. The Navy and the<br />
Maritime Commission acquired adjacent land to expand the<br />
plant. By October 1942, the Maritime Commission had<br />
transferred all of its contractual and facility interests to the<br />
Navy. Land acquisitions continued until the end of the war, and<br />
the facility expanded to 191 acres. After the war, the property<br />
was designated a Naval Industrial Reserve Shipyard, and<br />
shipbuilding ceased. In September 1948, the Navy acquired the<br />
Todd-owned property. In October 1958, DoD declared the<br />
property excess. The Navy and Marine Reserve Training<br />
Center retained eight acres, and the remaining property was<br />
conveyed to the Port of Tacoma in January 1960.<br />
The cleanup progress for Naval Station Todd-Tacoma for FY02<br />
through FY05 is detailed below.<br />
In FY02, United States Army Corps of Engineers (USACE)<br />
continued to assist the Office of Counsel and Department of<br />
Justice (DOJ) with the ongoing settlement negotiations.<br />
National Resources Damages Assessment (NRDA) Trustees<br />
proposed a method for assessing NRDA damages, and<br />
solicited and received comments on the methodology.<br />
In FY03, a U.S. District Judge signed a consent decree that<br />
included DoD and other federal agencies. USACE continued to<br />
assist the Office of Counsel and DOJ with settlement<br />
negotiations.<br />
In FY04, USACE continued to assist with ongoing negotiations.<br />
USACE completed investigations that identified no Military<br />
Munitions Response Program (MMRP) sites at this property.<br />
In FY05, USACE continued to assist with ongoing settlement<br />
negotiations.<br />
