Whidbey Island Naval Station (NS) occupies four areas on<br />
Whidbey Island, Washington: Ault Field, Seaplane Base,<br />
Coupville Outlying Field, and Lake Hancock Target Range. The<br />
Seaplane Base and Ault Field were placed on the NPL in<br />
February 1990. The installation signed a federal facility<br />
agreement (FFA) in September 1990. In 2005, the BRAC<br />
Commission recommended Whidbey Island NS for realignment.<br />
Past disposal practices from aircraft maintenance, vehicle<br />
maintenance, public works shop activities, and fire fighting<br />
training activities have contributed to contamination. In FY94,<br />
the installation converted its technical review committee to the<br />
Navy's first Restoration Advisory Board. The Seaplane Base<br />
was delisted from the NPL in 1995. The community relations<br />
plan was updated in FY96. The installation completed 5-year<br />
reviews in FY98 and FY04.<br />
Whidbey Island NS has identified 91 sites. Investigations<br />
initially identified 52 sites at the installation, which were<br />
grouped into five operable units (OUs). The installation has<br />
completed five Records of Decision. The cleanup progress at<br />
Whidbey Island NS for FY02 through FY05 is detailed below.<br />
In FY02, the installation continued treatment operations. The<br />
installation completed a remedial investigation and feasibility<br />
study at Site 55. The Navy completed an inventory of all Military<br />
Munitions Response Program (MMRP) sites. No MMRP sites<br />
were identified at this installation.<br />
In FY03, the installation continued treatment operations at OUs<br />
1 and 5.<br />
In FY04, the installation completed a 5-year review, and<br />
continued treatment operations at OUs 1 and 5. It also<br />
supported EPA in delisting Ault Fields OUs 2, 3, and 5.<br />
In FY05, Whidbey Island NS began investigating the potential<br />
for a new contaminant of concern from Area 6. The installation<br />
initiated an optimization study (OS) on a pump-and-treat<br />
system and a free product recovery system.<br />

Whidbey NS continued treatment operations at OUs 1 and 5,<br />
and upgraded hardware at OU 1. Pump-and-treat and fuel<br />
recovery operations at Sites 6 and 52 provided continued<br />
treatment. The installation confirmed contamination in one<br />
off-site well. The installation also completed re-sampling of Site<br />
16 Runway Ditches. The cost of completing environmental<br />
restoration has changed significantly due to technical issues.<br />
Regulatory issues delayed the final OS at Sites 6 and 52.<br />

Lake Hancock Target Range, Polnell Point, Crescent Harbor<br />
Practice Range, and Aviation Fleet Gunnery School (Machine<br />
