Operations at the Lake City Army Ammunition Plant (AAP), a<br />

government-owned, contractor-operated facility, include the<br />

manufacture, storage, and testing of small-arms munitions.<br />

Principal site types at the installation include abandoned<br />

disposal pits, sumps, firing ranges, old lagoons, old dumps, and<br />

closed RCRA lagoons and burning grounds. Sampling at seven<br />

representative areas identified groundwater contaminated with<br />

volatile organic compounds (VOCs), explosives, and heavy<br />

metals. EPA placed Lake City AAP on the NPL in July 1987,<br />

and EPA and the Army signed an interagency agreement (IAG)<br />

in September 1989. The installation formed a Restoration<br />

Advisory Board (RAB) in FY97. The Army completed a 5-year<br />

review in FY05.<br />

Environmental studies identified 73 sites at the installation,<br />

which have been consolidated into 35 sites for further<br />

investigation. The Army completed two Records of Decision<br />

(RODs). The cleanup progress at Lake City AAP for FY02<br />

through FY05 is detailed below.<br />

In FY02, the Army completed an environmental database for all<br />

of the operable units (OUs), resulting in improved work<br />

planning, cost reduction, and better management decisions.<br />

Characterization work continued in the Northeast Corner OU<br />

(NECOU) and Area 18 OUs.<br />

In FY03, the installation completed permeable reactive wall<br />

plume delineation activities, which included the collection and<br />

review of data, and prepared a summary report. The field<br />

characterization work plan for the <strong>Installation</strong>wide OU (IWOU)<br />

was completed. The Army installed monitoring wells to confirm<br />

and monitor VOC plumes in NECOU. The installation<br />

completed source characterization sampling, completed field<br />

screening, and installed approximately 35 of the 70 total<br />

monitoring wells. The installation initiated the installation of the<br />

remaining 35 wells and began soil sampling. Sampling of Area<br />

18 monitoring wells was completed. The installation continued<br />

pump-and-treat operations to contain contaminated<br />

groundwater. The Army initiated an inventory of closed,<br />

transferred, and transferring (CTT) ranges and sites with<br />

unexploded ordnance, discarded military munitions, or<br />

munitions constituents.<br />

In FY04, the installation continued operation of the<br />

pump-and-treat system to contain contaminated groundwater<br />

and executed a transition plan from using a total environmental<br />

restoration contract to using a performance-based contract<br />

(PBC). The PBC contractor completed work plans for<br />

completing characterization activities in all OUs. Sampling<br />

activities began in Area 18. The installation began the IWOU<br />

remedial investigation and feasibility study (RI/FS). The PBC<br />

contractor developed a schedule for completion of remedies in<br />

place by FY07. The installation completed a new groundwater<br />

model and developed a groundwater management strategy.<br />

Sampling was completed to validate the public health risk<br />

assessment for the active firing range. The installation prepared<br />

a draft engineering evaluation and cost analysis (EE/CA) for the<br />

non-time critical removal action for five "housekeeping" sites.<br />

The Army completed the CTT ranges and sites inventory and<br />

identified one closed Military Munitions Response Program<br />

(MMRP) site. The installation hosted four RAB meetings and<br />

one RAB workshop.<br />

In FY05, Lake City AAP completed RI activities and removal<br />

actions at three of the five "housekeeping" sites. The<br />

installation executed the pilot tests in Area 18 and NECOU. The<br />

installation also updated the sitewide groundwater model and<br />

monitoring plan. Two additional offsite wells were constructed<br />

and sampled. The Army completed the characterization of an<br />

EE/CA for the inactive sumps. Additionally, pump-and-treat<br />

operations continued. The Army completed its first 5-year<br />

review at Lake City AAP.<br />

The installation continued to operate the pump-and-treat<br />

system to contain contaminated groundwater. It also completed<br />

RI activities and FSs for the NECOU, IWOU, and Area 18 OU.<br />

Technical and procedural issues delayed the removal actions at<br />

Area 31 and the inactive sumps. At Area 31, Lake City AAP<br />

discovered projectile bodies that contained depleted uranium.<br />

The Army established Area 10 Sand Piles as a separate OU<br />

due to funding issues.<br />
