Tobyhanna Army Depot (AD) provides support for<br />

communications and electronics equipment. Environmental<br />

studies at Tobyhanna AD began in FY80. Identified sites<br />

include landfills, a disposal pit, underground storage tanks, burn<br />

areas, drum staging areas, a surface disposal area, a waste<br />

treatment plant, a spill site area, an unexploded ordnance<br />

(UXO) area, and a fire fighting training area. The most<br />

prominent sites are the burn areas and a drum staging area,<br />

which constitute Operable Unit (OU) 1. Contamination at these<br />

sites included volatile organic compounds (VOCs), solvents,<br />

and heavy metals in groundwater; solvents, metals,<br />

polychlorinated biphenyls (PCBs), and petroleum/oil/lubricants<br />

(POLs) in surface water and sediment; and solvents, metals,<br />

PCBs, POLs, and UXO in soil. EPA placed the installation on<br />

the NPL in August 1990. An interagency agreement (IAG) was<br />

signed in September 1990. In 2005, the BRAC Commission<br />

recommended Tobyhanna AD for realignment. During FY95,<br />

the installation formed a Restoration Advisory Board, followed<br />

by a new community relations plan in FY98. In FY99, the<br />

installation completed a closeout document for 18 no further<br />

action sites. The Army completed its first 5-year review in FY02.<br />

Environmental studies identified 65 areas of concern (AOCs)<br />

covering 1,296 acres at the installation; EPA partially delisted<br />

62 of the AOCs from the NPL in FY01. The installation<br />

completed six Records of Decision, including five in FY00. The<br />

cleanup progress at Tobyhanna AD from FY02 through FY05 is<br />

detailed below.<br />

In FY02, the Army completed the installation's first 5-year<br />

review. Five groundwater monitoring wells were installed at<br />

TBAD 067 for quarterly sampling to determine the extent of<br />

tetrachloroethylene (PCE) contamination. The Army completed<br />

the closed, transferred, and transferring (CTT) ranges and sites<br />

inventory, and identified two Military Munitions Response<br />

Program (MMRP) sites. Tobyhanna AD constructed a barbed<br />

wire fence with warning signs around its UXO area, TBAD 055.<br />

In FY03, the installation continued groundwater monitoring at<br />

OUs 1 and 5. The Army initiated an installationwide MMRP site<br />

inspection (SI). The installation provided information regarding<br />

the UXO area and a former machine gun range (TBAD 029) to<br />

In FY04, the installation continued groundwater monitoring at<br />

OUs 1 and 5. The installation maintained the UXO fence and<br />

warning signs. The Army performed the SI fieldwork for all<br />

eligible MMRP sites.<br />

In FY05, the installation continued groundwater monitoring at<br />

OUs 1 and 5. The Army issued the final SI MMRP report. The<br />

installation repaired the existing UXO fence at OU 4 and fenced<br />

an additional 45 acres based on the recommendations in the SI<br />

report. The Army continued to control access to OU 4.<br />
