The Dahlgren Naval Surface Warfare Center changed its name<br />

in FY05 to the Naval Support Facility, Dahlgren (Dahlgren) to<br />

reflect integration into the Naval District Washington Region.<br />

Dahlgren conducts ordnance testing for the Navy. Site types<br />

include former landfills, former ordnance burning and disposal<br />

areas, underground storage tanks, operating ordnance ranges,<br />

and operating ordnance research and development areas. The<br />

installation established an information repository and an<br />

administrative record in FY91. EPA placed the installation on<br />

the NPL in October 1992 because of potential migration of<br />

releases from three contaminated sites. These releases could<br />

affect the Potomac River, Gambo Creek, associated wetlands,<br />

and local groundwater aquifers used for drinking water.<br />

Ordnance testing operations contributed to the contamination.<br />

A federal facility agreement (FFA) was signed in September<br />

1994. In 2005, the BRAC Commission recommended Dahlgren<br />

for realignment. In FY92, a community relations plan was<br />

completed, and the installation formed a technical review<br />

committee (TRC). In FY95, the TRC was converted to a<br />

Restoration Advisory Board (RAB). The installation completed<br />

5-year reviews in FY03, FY04, and FY05.<br />

To date, Dahlgren has identified 68 sites. Records of Decision<br />

(RODs) have been completed for 20 sites since the beginning<br />

of the environmental restoration process. The cleanup progress<br />

at Dahlgren for FY02 through FY05 is detailed below.<br />

In FY02, the installation completed a remedial investigation and<br />

feasibility study (RI/FS), a proposed plan (PP), and a ROD for<br />

Site 6, and completed an RI for Site 55. Four <strong>Appendix</strong> B<br />

closeout sites were sampled and documents were finalized for<br />

no further action (NFA) remedial designs (RDs) for Sites 6 and<br />

46. Long-term management work plans were finalized for Sites<br />

9, 10, and 17. The installation completed interim remedial<br />

actions (IRAs) at Sites 13 and 50. The Navy completed an<br />

inventory of all Military Munitions Response Program (MMRP)<br />

sites. No MMRP sites were identified at this installation.<br />

In FY03, the installation completed two RI/FSs, two PPs, and<br />

two RODs for Sites 31 and 55. The Navy completed the 5-year<br />

review for Site 2. The installation completed the Site 46 RA and<br />

began the Site 6 RA. The installation also initiated the Site 37<br />

RD. The Navy initiated a treatability study (TS) using the in-situ<br />

Multiple Application Gas Nutrient System (Magnus System) to<br />

inject nutrients into the groundwater at Site 12. The additional<br />

planned RD was not required.<br />

In FY04, the installation completed three RIs (Sites 32, 37, and<br />

61), two FSs (Sites 32 and 37), two PPs, and two RODs for<br />

Sites 32 and 37. The Navy completed the 5-year review for<br />

Sites 9, 10, 12, and 17. The installation completed the Site 6<br />

RA and began construction on Site 47 IRA. The Site 37 100<br />

percent RD was submitted. The Magnus System TS continued<br />

at Site 12. The installation completed annual wetland<br />

monitoring reports for Sites 9/58, 17, 25, 46, and 50. The<br />

installation completed IRAs for Sites 43 and 52. The installation<br />

initiated the IRA for Site 61 and completed site screenings for<br />

four sites (Sites 14, 15, 38, and 57).<br />

In FY05, the Navy completed a comprehensive 5-year review<br />

for annual wetland monitoring sites, an RD for Site 37, and an<br />

annual wetland monitoring report for Sites 6, 9, 17, 25, 46, 50,<br />

and 58. Dahlgren completed an RI/FS, a PP, and a ROD for<br />

Site 62. The installation completed IRAs for Sites 47b and 61b.<br />

The Navy finalized two closeout documents for NFA at Sites 38<br />

and 40. The installation completed RIs for Sites 20 and 61a and<br />

conducted removal actions at Sites 4 and 15. The Navy utilized<br />

diffusion bag technology for groundwater sampling in order to<br />

assist with volatile organic chemical (VOC) contamination<br />

concentrations at Site 20. Two RAB meetings were held, and a<br />

presentation was made to the King George Board of<br />

Supervisors on the status of the remediation efforts at<br />

Dahlgren.<br />

Dahlgren completed an annual wetland monitoring report for<br />

Sites 6, 9, 17, 25, 46, 50, and 58, an <strong>Appendix</strong> B closeout<br />

report for Solid Waste Management Unit 128 OWS 1121,<br />

initiated and completed the Site 9 marsh cap repair, and<br />

installed a temporary methane gas intercept trench with gas<br />

monitoring wells. The Navy completed the ROD amendment<br />

and revised RD for Site 37, and initiated an RA. Dahlgren<br />

completed an engineering evaluation and cost analysis for Site<br />

14. The installation has planned additional trenching and soil<br />

screening at Site 61a prior to recommendation of a final<br />

remedy. The Navy also developed a new remediation team.<br />

The installation completed an IRA for Site 47a and the closeout<br />

documents were submitted for review; however, technical and<br />

contractual issues delayed two IRAs at Sites 4 and 15. The<br />

installation completed a draft FS for Site 14; however, technical<br />

issues delayed its completion.<br />

The Navy held a public meeting to present the Site 37 amended<br />

PP, and a RAB meeting was conducted.<br />
