Elmendorf Air Force Base (AFB) serves as headquarters to the<br />

Alaskan Command. EPA placed the base on the NPL in August<br />

1990 and the Air Force signed a federal facility agreement<br />

(FFA) in 1991. In 2005, the BRAC Commission recommended<br />

Elmendorf AFB for realignment. Sites include old construction<br />

landfills, petroleum spill sites, and underground storage tanks.<br />

The installation formed a Restoration Advisory Board (RAB) in<br />

FY92. In FY97, the RAB charter was rewritten to focus on all<br />

environmental activities, beginning the transition to a<br />

Community Advisory Board. The installation developed a<br />

community relations plan, which was revised in FY00. A 5-year<br />

review was conducted in FY98 and again in FY04.<br />

Eighty-eight sites have been identified at this installation.<br />

Thirty-eight sites, grouped into six operable units (OUs), are<br />

covered by the FFA. An additional 42 sites have been<br />

designated as petroleum/oil/lubricant (POL)-contaminated<br />

sources and remedial activities are being performed under the<br />

State of Alaska cleanup regulations. The remaining eight sites<br />

are not part of either the FFA or the agreement with the State of<br />

Alaska. By 1997, Records of Decision (RODs) had been signed<br />

for OUs 1, 2, 3, 4, 5, and 6. The cleanup progress at Elmendorf<br />

AFB for FY02 through FY05 is detailed below.<br />

In FY02, the installation continued remedial action-operations<br />

(RA-O) of 21 bioventing systems, the engineered wetland<br />

system at OU 5, and the high-vacuum extraction (HVE) system<br />

at Site SD 15. The annual beach sweep at Landfill (LF) 04 was<br />

conducted. A remedial process optimization (RPO) for the<br />

basewide groundwater program was completed, and resulted in<br />

a reduction in sampling frequency for a majority of the base's<br />

wells. A remedial investigation and feasibility study (RI/FS) was<br />

initiated for Site DP 98.<br />

In FY03, the Air Force began the engineering evaluation and<br />

cost analysis at Site SA 99, which resulted in a no further action<br />

determination. RA-O of 20 bioventing systems, operation of the<br />

engineered wetland system at OU 5, and operation of the HVE<br />

system at Site SD 15 continued. The installation also conducted<br />

the annual beach sweep at LF 04. Elmendorf AFB received<br />

Pacific Air Forces' (PACAF's) General Thomas D. White<br />

<strong>Installation</strong> award.<br />

In FY04, Elmendorf AFB completed the second 5-year review.<br />

The installation also completed and signed the ROD for Site DP<br />

98 and the site closure report for LFs 05, 07, and 13, and Site<br />

OT 56. In addition, the installation initiated the RA for Site DP<br />

98 and system optimization of the OU 5 engineered wetland<br />

remediation system, as well as the removal action at Site SS<br />

83. Elmendorf AFB received PACAF's General Thomas D.<br />

White <strong>Installation</strong> award.<br />

In FY05, Elmendorf AFB began the OU 6 explanation of<br />

significant differences (ESD) at Site SD 15. The ESD provides<br />

clarifications to the criteria used to operate the SD 15 HVE<br />

treatment system, administration of land use controls, and use<br />

of a State-mandated cleanup goal for 1,1,2,2-Tetrachloroethane<br />

at LF 02. The installation also completed and signed site<br />

closure documents for Sites ST 71, ST 74, and SA 99. In<br />

addition, the Site DP 98 limited source removal was completed,<br />

annual beach sweeps at LF 04 were conducted, and PACAF's<br />

first performance-based contract was accomplished at Site PL<br />

81. An RPO project was conducted that resulted in<br />

implementing two separate groundwater plume treatability<br />

studies (TSs) to enhance the cleanup process at these two<br />

locations within the base boundaries. The installation received<br />

both PACAF's General Thomas D. White <strong>Installation</strong> and Team<br />

awards. The Air Force began preliminary assessments (PAs)<br />

for all identified Military Munitions Response Program (MMRP)<br />

sites.<br />

Elmendorf AFB began a TS for enhanced bioremediation at the<br />

Kenney Plume (Site ST 37) and began a TS for a bio-reactive<br />

barrier at the Slammer Plume (Site ST 37). The installation<br />

prepared draft decision documents (DDs) for Sites ST 36/66,<br />

SS 43, and ST 68. The installation completed a site closure<br />

report for Site SS 10. The Air Force also conducted annual<br />

beach sweeps at LF 04 and continued operation of bioventing<br />

systems at Sites FT 23 and ST 32. The cost of completing<br />

environmental restoration has changed significantly due to<br />

changes in estimating criteria.<br />

Elmendorf AFB conducted additional sampling at Site ST 61;<br />

however, technical issues delayed DDs.<br />

The Air Force continued the PAs at all identified sites. Cost<br />

estimates were updated and the initial Munitions Response Site<br />

Prioritization Protocol rating for each MMRP site was<br />

developed.<br />
