The mission of Hill Air Force Base (AFB) is to provide logistics<br />

support for weapons systems, to host two fighter wings, and to<br />

operate the Utah Test and Training Range (UTTR). EPA placed<br />

the installation on the NPL in July 1987 and the Air Force<br />

signed an interagency agreement (IAG) in April 1991. In 2005,<br />

the BRAC Commission recommended Hill AFB for realignment.<br />

Site types at Hill AFB include disposal pits, landfills, surface<br />

impoundments, underground storage tanks, fire training areas,<br />

firing ranges, discharge and wastewater ponds, a contaminated<br />

building, a munitions dump, and spill sites. Contaminants<br />

include solvents, sulfuric acid, and trichloroethylene (TCE). The<br />

installation formed a Restoration Advisory Board (RAB) in<br />

FY95. The installation conducted 5-year reviews in FY97 and<br />

FY03.<br />

Since FY87, 111 sites have been identified. Forty-two of these<br />

sites have been grouped into 12 operable units (OUs). The<br />

remaining sites have either been closed out or have achieved<br />

response complete (RC). To date, the installation has signed<br />

Records of Decision (RODs) for eight OUs (26 sites). The<br />

cleanup progress at Hill AFB for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the installation completed a remedial action and<br />

closed one site. The installation continued to partner with<br />

regulatory agencies and to foster RAB involvement. The RAB<br />

met quarterly, and held four RAB training meetings and site<br />

tours. RAB members attended two information fairs in affected<br />

communities. Updates were provided to seven different city<br />

councils and regular meetings with State and federal regulators<br />

kept project managers informed and involved.<br />

In FY03, the installation conducted a 5-year review and<br />

installed remedial systems at two sites. In addition, one site<br />

was closed and a feasibility study (FS) was completed for OU<br />

8. Partnering with regulatory agencies and fostering RAB<br />

involvement continued. Four RAB meetings and four RAB<br />

training sessions were held. Regulatory and RAB participation<br />

occurred in numerous community meetings.<br />

In FY04, Hill AFB completed a remedial investigation and an FS<br />

at the two sites composing OU 5 and an engineering<br />

evaluation/cost analysis and removal action at two sites in OU<br />

9. The installation also completed response actions at 32 areas<br />

of concern (AOCs) and closed 7 AOCs. The Air Force<br />

continued to make significant progress towards signing an<br />

innovative cleanup agreement for the UTTR. The base also<br />

developed geospatial-based land use controls, a lease tracking<br />

database, and geographic information system tools to facilitate<br />

data analysis. The installation continued partnering with<br />

regulatory agencies and the RAB. Hill AFB hosted quarterly<br />

RAB meetings, two RAB work group meetings, and five RAB<br />

training tours and site visits. Five public information sessions<br />

and eight presentations to city councils from communities<br />

around the base were conducted.<br />

In FY05, Hill AFB achieved four remedies in place (RIP), three<br />

RCs, closed out one site, and reduced the risk at OU 9. The<br />

installation also completed the study phase for four sites. Other<br />

notable activities included signing a ROD for OU 8, installing a<br />

groundwater extraction well system to prevent further spread of<br />

the plume at OU 8, implementing a bio-polishing technology<br />

test at OU 2, and constructing an in-ground treatment system at<br />

OU 12. The RAB held four quarterly meetings, three working<br />

group meetings, and five training sessions. The installation held<br />

4 public meetings and made 11 presentations to city councils<br />

and planning boards representing cities adjacent to the base.<br />

The Air Force began the preliminary assessments (PAs) for all<br />

identified Military Munitions Response Program (MMRP) sites.<br />

Hill AFB achieved RIP at two sites and RC at 27 AOCs at the<br />

UTTR. The Air Force signed the ROD for OU 5. The installation<br />

implemented a performance-monitoring program to evaluate<br />

and manage remedial system operations to ensure their<br />

effectiveness in meeting remedial cleanup objectives. The Air<br />

Force completed the proposed plan (PP) for OU 9 and<br />

continued progress on the PP for OU 12. Hill AFB successfully<br />

recycled 400 tons of iron BDU practice bombs into material<br />

suitable for use in a permeable reactive barrier to treat<br />

TCE-contaminated groundwater at the base. The cost of<br />

completing environmental restoration has changed significantly<br />

due to changes in estimating criteria.<br />

The RAB held four quarterly meetings, two working group<br />

meetings, and six training sessions. The installation participated<br />

in six city council meetings, held five public meetings, and held<br />

face-to-face meetings with five local city mayors to discuss<br />

cleanup activities affecting surrounding communities.<br />
