When in operation, Sacramento Army Depot (AD) provided<br />

support for communications and electronic equipment. The July<br />

1987, EPA placed the installation on the NPL. The 1991 BRAC<br />

Commission recommended closure of the Sacramento AD, and<br />

the Army closed the installation in March 1995. During FY88,<br />

the installation signed an interagency agreement (IAG) with<br />

EPA. In FY93, the installation completed a CERFA report and a<br />

BRAC cleanup plan. The installation formed a Restoration<br />

Advisory Board in FY94. The installation completed a 5-year<br />

review in FY01.<br />

All acreage has been transferred. The Army divided its<br />

contaminated sites into four operable units (OUs). During FY92,<br />

the Army signed Records of Decision (RODs) for all four OUs,<br />

and in FY95 signed an installationwide ROD. The cleanup<br />

progress at Sacramento AD for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the regulators approved the 5-year review. The<br />

installation completed the Parking Lot 3 closeout and<br />

monitoring plan and submitted it to regulators. The installation<br />

completed destruction of the horizontal wells. The Army<br />

completed transfer of Parcel 3 and the finding of suitability to<br />

transfer for Parcel 2B. The installation received the approved<br />

closeout report from EPA and the State of California. The Army<br />

completed an inventory of closed, transferred, and transferring<br />

ranges and sites with unexploded ordnance, discarded military<br />

munitions, or munitions constituents; it identified no Military<br />

Munitions Response Program (MMRP) sites.<br />

In FY03, the installation completed and received approval from<br />

EPA on an interim remedial action for groundwater report. The<br />

report contained an addendum to a plume capture assessment<br />

report that resolved regulatory issues. The installation<br />

submitted a supplemental biological assessment to the U.S.<br />

Fish and Wildlife Service and received concurrence.<br />

In FY04, the installation completed the fate-and-transport phase<br />

of groundwater modeling.<br />

In FY05, the Army signed the 2B Parcel Deed and transferred<br />

the final installation acreage to the City of Sacramento. The<br />

installation began groundwater and soil sampling at the South<br />

Post Plume. The Army is using information from this sampling<br />

in the forthcoming optimization plan and model. The installation<br />

reviewed all leases in support of groundwater monitoring;<br />

several were renewed, and one was terminated.<br />

Sacramento AD completed soil and groundwater sampling for<br />

the South Post Plume. The installation abandoned three<br />

piezometers and one monitoring well. The installation also<br />

initiated a 5-year review, which will be completed after issuance<br />

of the optimization report. The cost of completing environmental<br />

restoration has changed significantly due to changes in<br />

estimating criteria.<br />

Contractual issues delayed the optimization evaluation of the<br />

groundwater treatment system.<br />
