Historically, the St. Juliens Creek Annex has been used since<br />

1849 for storing, loading, assembling, issuing, and receiving<br />

naval ammunition. Contamination resulted from past handling<br />

of, and operations involving, hazardous materials. The initial<br />

assessment study revealed low concentrations of ordnance<br />

materials throughout the facility. An administrative record was<br />

established in FY99. The EPA placed the facility on the NPL in<br />

August 2000, and the Navy signed a federal facility agreement<br />

(FFA) in July 2004. The installation formed a Restoration<br />

Advisory Board in FY00 and completed a community relations<br />

plan (CRP) in FY01.<br />

Fifteen sites and 12 areas of concern (AOCs) have been<br />

identified at this installation. The installation completed a<br />

Record of Decision (ROD) for Site 6 in FY03, Site 4 in FY04,<br />

and Site 3 in FY06. The cleanup progress at St. Juliens Creek<br />

Annex for FY02 through FY05 is detailed below.<br />

In FY02, the installation finalized the engineering evaluation<br />

and cost analysis (EE/CA) and action memorandum for Sites 3<br />

and 6, and the interim remedial action (IRA) was initiated. A site<br />

screening assessment (SSA) closed 14 sites/AOCs. The<br />

ecological risk assessment (ERA) work plan for Sites 3, 4, 5,<br />

and 6 was completed. The Navy completed an inventory of all<br />

Military Munitions Response Program (MMRP) sites. No MMRP<br />

sites were identified at this installation.<br />

In FY03, the installation completed a draft remedial<br />

investigation (RI)/human health risk assessment (HHRA)/ERA<br />

for Site 2, as well as a draft feasibility study for Site 4. The<br />

installation also completed the final RI/HHRA/ERA report for<br />

Sites 3, 4, 5, and 6. St. Juliens Creek Annex completed a draft<br />

work plan for the IRA at Site 3. In addition, the installation<br />

completed a final work plan for the SSA addendum at Site 8<br />

and AOCs 13, 14, and K, and a site inspection (SI) at Sites 19,<br />

21, and AOC 1. A final site-specific work plan and sampling<br />

analysis plan for the basewide groundwater background<br />

investigation report was completed. The final technical<br />

memorandum site delineation/supplemental RI for Site 3 was<br />

completed. The final Site 6 closeout report and Site 3 removal<br />

summary was completed. The master project plan was updated<br />

and finalized. The final ROD for Site 6 was completed. The<br />

installation completed the final work plan for the Blows Creek<br />

baseline ERA (BERA) (Phase I).<br />

In FY04, the installation conducted supplemental investigations<br />

for Sites 2 and 5, and a BERA for Blows Creek. The final<br />

confirmation closeout report and construction closeout report<br />

for the Site 3 IRA were also completed. The installation<br />

completed the RI/HHRA/ERA for Site 2, as well as a final FFA.<br />

Additionally, the background investigation report SSA<br />

addendum for groundwater was completed. A draft Phase II<br />

expanded RI work plan technical memo for Site 2 was<br />

completed, along with a supplemental SI technical memo of<br />

Sites 19 and 21. The installation also completed a final ROD<br />

and remedial decision for Site 4. The installation completed a<br />

final IRA (Phase II) work plan for Site 3 and conducted the<br />

removal action. The final confirmation closeout report and<br />

construction closeout report for the Site 3 IRA (Phase II) were<br />

also completed. The installation completed a draft SSA<br />

addendum at Site 8 and AOCs 13, 14, and K, along with a draft<br />

SI at Sites 8, 19, 21, and AOC 1. The installation also<br />

completed a draft watershed contaminated source document<br />

for the southern branch of the Elizabeth River watershed.<br />

In FY05, the installation conducted a draft expanded RI (ERI)<br />

for Site 2 and completed the final proposed RA plan and draft<br />

ROD for Site 3. It also completed the final specifications, work<br />

plan, basis of design, and construction of the soil cover for Site<br />

4. For Site 5, the installation completed the draft final<br />

RI/HHRA/ERA and the draft EE/CA. The installation completed<br />

the final supplemental SI report and draft EE/CA for Site 19.<br />

The Navy awarded a contract for hot spot removal. The<br />

installation conducted screening site inspection (SSI) and<br />

completed a work plan for additional groundwater delineation<br />

activites at Site 21. It completed the Phase II Blow's Creek<br />

BERA work plan and conducted the field activities. The<br />

installation finalized the watershed contaminated source<br />

document for the Southern Branch of the Elizabeth River<br />

Watershed. The installation implemented engineering controls<br />

at various <strong>Installation</strong> Restoration Program (IRP) sites. The<br />

Navy developed a draft updated CRP.<br />

St. Juliens Creek Annex completed an RA, RA completion<br />

report, groundwater monitoring plan, and land use control<br />

remedial design at Site 4. The installation completed a draft ERI<br />

for Site 2 and final ERI for Site 5. The installation finalized a<br />

ROD for Site 3. Additionally, the Navy completed a final EE/CA,<br />

action memorandum, IRA, and construction closeout report at<br />

Site 19. The cost of completing environmental restoration has<br />

changed significantly due to technical issues.<br />

Technical issues delayed the field activities for the storm sewer<br />

video survey and repairs. The installation completed a draft SSI<br />

report for Site 21; however, technical issues delayed final<br />

completion. Technical issues also delayed the final RI for Sites<br />

2 and 5, and the treatability study (TS) for Site 2.<br />
