New Hanover County Airport served as a World War II bomber<br />

command and Vietnam-era air defense command installation.<br />

In FY87, a preliminary assessment and a site inspection<br />

identified groundwater contamination caused by past fire<br />

training activities. These activities involved burning of jet fuel,<br />

gasoline, fuel oil, and kerosene. The property included a burn<br />

pit, a mockup of an aircraft, and a 10,000-gallon aboveground<br />

storage tank that supplied fuel to the burn areas. Other fire<br />

training stations at the property included a fire smokehouse, a<br />

railroad tanker car, and several automobiles. These fire-training<br />

activities contaminated groundwater with benzene. EPA<br />

identified DoD, New Hanover County, Cape Fear Community<br />

College, and the City of Wilmington as potentially responsible<br />

parties (PRPs) for the property and placed the property on the<br />

NPL in March 1989.<br />

To date, the PRPs have signed a Record of Decision for<br />

property cleanup. The installation will close out the project after<br />

settlement negotiations between PRPs and Department of<br />

Justice (DOJ) are complete. The cleanup progress at New<br />

Hanover County Airport for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the 90 percent and final air sparging (AS) remedial<br />

design (RD) documents were both approved. U.S. Army Corps<br />

of Engineers (USACE) conducted a public comment meeting.<br />

In FY03, a contractor installed the AS system on behalf of the<br />

PRP group.<br />

In FY04 and FY05, the Army reported no progress because<br />

regulatory issues caused delays.<br />

The DOD and DOJ completed the final settlement with the<br />

PRPs. FUDS liability has been resolved and there are no<br />

known future FUDS physical restoration activities required. This<br />

is the last installation narrative for this property.<br />
