The former Illinois Ordnance Plant, which operated from 1942<br />

to 1945, is located on the eastern portion of the U.S. Fish and<br />

Wildlife Service's (FWS's) Crab Orchard National Wildlife<br />

Refuge. The ordnance plant served as a manufacturing and<br />

loading site for high-explosive shells, bombs, and other<br />

weapons components. Initially, 33 areas were identified that<br />

required further investigation. The Army grouped these areas<br />

into four operable units (OUs): the polychlorinated biphenyls<br />

(PCBs) OU, the Metals OU, the Miscellaneous Area OU, and<br />

the Explosives and Munitions Manufacturing Area (EMMA) OU.<br />

EPA placed the property on the NPL in July 1987. The Army<br />

and EPA signed an interagency agreement (IAG) in September<br />

1991. In FY96, U.S. Army Corps of Engineers (USACE) began<br />

fieldwork for the munitions and explosives of concern (MEC)<br />

engineering evaluation and cost analysis. The parties involved<br />

determined that FWS must provide preliminary investigations<br />

for uncharacterized sites. The remedial action (RA) for MEC<br />

begun by USACE in FY98 at the EMMA OU was completed in<br />

FY01. The FWS established a technical working group (TWG)<br />

in FY00 consisting of FWS, EPA, Illinois Environmental<br />

Protection Agency (IEPA) and USACE. An electronic<br />

administrative record was developed for the EMMA OU in<br />

FY04.<br />

The cleanup progress for Sangamo Electric Dump/Crab<br />

Orchard National Wildlife Refuge for FY02 through FY05 is<br />

detailed below.<br />

In FY02, USACE performed additional tree planting for erosion<br />

control, which completed the RA for the EMMA OU.<br />

In FY03, USACE continued long-term management (LTM) and<br />

performed one round of groundwater monitoring well sampling<br />

in the EMMA OU. The results were provided to IEPA, EPA, and<br />

FWS. The TWG met three times to discuss the land use control<br />

(LUC) plan for the entire Crab Orchard National Wildlife<br />

Refuge.<br />

In FY04, USACE continued LTM by performing two rounds of<br />

groundwater monitoring in the EMMA OU, the results of which it<br />

reported to IEPA, EPA, and FWS. USACE also reviewed the<br />

draft propertywide FWS LUC plan. In addition, the former<br />

Illinois Ordnance Plant developed an electronic administrative<br />

about potentially responsible party (PRP) sites.<br />

results to IEPA, EPA, and FWS. USACE also reviewed the draft<br />

propertywide FWS LUC plan and prepared a draft insert for the<br />

EMMA OU portion. The TWG continued to hold meetings<br />

regarding PRP sites, and USACE attended one of the<br />

meetings.<br />

USACE continued LTM by performing two rounds of<br />

groundwater monitoring in the EMMA OU and reported the<br />

results to IEPA, EPA, and FWS. Based on IEPA concerns,<br />

three wells (two at Crab Orchard Cemetary 3 and one at Crab<br />

Orchard Plant 4) were installed to further assist in delineating<br />

the explosive contamination plumes at both sites. USACE also<br />

reviewed the draft-final propertywide FWS LUC plan and<br />

prepared a draft insert for the EMMA OU portion. USACE<br />

prepared the draft PRP inventory project report (INPR). The<br />

USACE participated in the development of the propertywide<br />

5-year review which included site visits by IEPA, EPA, and<br />

FWS.<br />

The TWG continued to hold meetings regarding PRP sites and<br />

USACE attended one of the meetings. USACE continued LTM<br />

for EMMA OU and a 5-year review is underway.<br />

USACE started preparation of a draft INPR for a new Military<br />

Munitions Response Program (MMRP) project to further<br />

investigate a new land mine discovery.<br />
