Savanna Army Depot began operation in 1917 as the Savanna<br />

Proving Grounds. During the 1920s, the mission changed to<br />

include storage, receipt, issuance, demilitarization, and<br />

renovation of ammunition. Contaminants were released at<br />

landfills; the open burning and open detonation ground; the fire<br />

training area; and ammunition load, assemble, and pack<br />

facilities. EPA placed the installation on the NPL in March 1989.<br />

The Army and EPA signed an interagency agreement (IAG) in<br />

FY89. In July 1995, the BRAC Commission recommended<br />

closure of the Savanna Depot Activity and relocation of the<br />

Army Defense Ammunition Center and School to McAlester<br />

Army Ammunition Plant in Oklahoma. In FY96, the Army<br />

formed a BRAC cleanup team (BCT) and a Restoration<br />

Advisory Board (RAB). In FY97, the installation completed a<br />

BRAC cleanup plan and updated it in FY04 and FY05. In FY00,<br />

the Army formed a Strategic Management, Analysis,<br />

Requirements and Technology (SMART) Team to address<br />

ordnance and explosives hazards at the installation. The team<br />

included senior level officials of the Army, EPA, Illinois<br />

Environmental Protection Agency, and the U.S. Fish and<br />

Wildlife Service.<br />

To date, the Army and regulators have signed one Record of<br />

Decision and the Army has transferred approximately 4,200<br />

acres of land. The cleanup progress at Savanna Army Depot<br />

for FY02 through FY05 is detailed below.<br />

In FY02, the Army successfully completed a removal action at<br />

the Pesticide Burial Area. Remedial investigation (RI) fieldwork<br />

in the lower post was completed. The installation completed the<br />

draft Old Burning Grounds (OBG) ecological risk assessment<br />

and submitted it for review. The Army initiated an inventory of<br />

closed, transferred, and transferring ranges, and sites with<br />

unexploded ordnance, discarded military munitions, or<br />

munitions constituents.<br />

In FY03, the Army completed findings of suitability to transfer<br />

(FOSTs) and environmental condition of property (ECP)<br />

category assessments that contributed to the transfer of 3,002<br />

acres to the U.S. Fish and Wildlife Service and 221 acres to the<br />

local redevelopment authority (LRA). Both transfers were<br />

preceded by completion of a memorandum of agreement with<br />

each transferee. The installation initiated removal actions at<br />

Sites 15/33, 25, 44, and 76AD. The installation also initiated<br />

consolidation of all RI efforts at Sites 13 and 14. The Army<br />

completed the Military Munitions Response Program (MMRP)<br />

inventory and identified 15 MMRP sites at the Savanna Army<br />

Depot. The Army awarded the contract for munitions and<br />

explosives of concern (MEC) investigation of six large tracts of<br />

land once part of open detonation and artillery impact area<br />

operations. The installation completed the Zone L Phase II<br />

investigation and initiated Phase III.<br />

In FY04, the installation completed Phase I of the MEC<br />

investigations on the Small Arms area behind Buildings<br />

134/140, the Zone F area, River Road strip, Primm's Pond<br />

area, and Central E-Area. The Army completed the required<br />

transfer steps (including FOSTs and ECPs) on the Apple River<br />

Island parcel, the Primm's Pond parcel, the LRA Parcel 1, and<br />

the LRA Parcel 4, and transferred approximately 437 acres.<br />

The installation completed removal actions on Sites 15/33, 25,<br />

44, and 76AD, and determined that the groundwater plume is<br />

only located under Site 15/33, which is located on LRA Parcel<br />

7. The installation continued partnering with the Savanna BCT,<br />

the SMART Team, and the RAB to expedite cleanup and land<br />

transfers.<br />

In FY05, Savanna Army Depot completed RIs for three major<br />

areas of the Depot. Additionally, the Army awarded a<br />

performance-based contract (PBC) for nine sites. The<br />

installation, the Army Environmental Center, and the Army<br />

Corps of Engineers determined that the number of sites<br />

suitable for the PBC was 9 rather than 11. The Army completed<br />

all ECP category assessments and FOSTs for the transfer of<br />

515 acres to the LRA. The installation completed the initial<br />

steps of the MMRP RI/feasibility study for the OBG.<br />

The installation awarded the PBC contract and completed the<br />

FOST for LRA Parcel 11A. The installation also completed the<br />

finding of suitability for early transfer (FOSET) for all remaining<br />

property scheduled for transfer to the LRA. Regulators<br />

reviewed and submitted comments on the FOSET. The Army<br />

and LRA are addressing comments to determine whether early<br />

transfer is possible. Savanna Army Depot completed<br />

remediation of Site 82SS. The cost of completing environmental<br />

restoration has changed significantly due to technical issues.<br />

Savanna Army Depot completed fieldwork at the OBG. The<br />

Army also completed the MEC investigation of Zone F (LRA<br />

Parcel 6), the Primm's Pond area, the River Road Strip, and the<br />

central portion of the 75mm Graze Impact Range (E Area).<br />

Preliminary findings indicate that further work is needed at the<br />

River Road Strip and Graze Impact Range. The Depot also<br />

completed the removal action project for Sites 15/33 by sifting<br />

and treating lead-contaminated soil, debris, and small arms<br />

ammunition.<br />

Contractual and procedural issues delayed MEC actions at<br />

Zone L and investigations of the A Area Detonation Pits,<br />

155mm High Explosive Proof Range, and Grenade Burial Area.<br />
