In 1995, the BRAC Commission recommended closure of Fort<br />

Pickett except for essential training areas and facilities used for<br />

Reserve components. The installation closed on September 30,<br />

1997. Site types include underground storage tanks, petroleum<br />

spills, old salvage yards, motor pools, and firefighter training<br />

areas. Petroleum hydrocarbons are the primary contaminants<br />

affecting groundwater, surface water, sediment, and soil.<br />

During FY95, the local community formed a local<br />

redevelopment authority (LRA). In FY96, the Army formed a<br />

BRAC cleanup team and a Restoration Advisory Board, while<br />

the LRA developed a land reuse plan.<br />

To date, the Army has transferred approximately 45,160 acres<br />

from Fort Pickett, over 42,000 acres of which went to the Army<br />

National Guard. The cleanup progress at Fort Pickett for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation awarded a guaranteed fixed price<br />

remediation (GFPR) contract to complete restoration activities<br />

at the former Salvage Yard (Environmental Baseline Survey<br />

[EBS] 13) and to complete a decision document (DD) at the<br />

former Storage Compound (EBS 79). The installation<br />

completed remedial investigations (RIs) at the Motor Pools<br />

(EBS 115 and 124). DDs were completed for 41 sites including<br />

the Firefighter Training Area (EBS 103) and the former Service<br />

Station (PI 1).<br />

In FY03, the Army completed finding of suitability to transfer<br />

(FOST) documents for 11.25 acres and transferred the property<br />

to the Nottoway County LRA and Virginia Polytechnic Institute.<br />

Progress at the former Salvage Yard (EBS 13) under the GFPR<br />

contract proceeded as scheduled. The Army completed the<br />

inventory of closed, transferred, and transferring ranges and<br />

sites with unexploded ordnance, discarded military munitions,<br />

or munitions constituents at Fort Pickett. No Military Munitions<br />

Response Program (MMRP) sites were found at this<br />

installation.<br />

In FY04, the installation completed the RI and feasibility study<br />

at the former Salvage Yard (EBS 13); additionally, the draft<br />

proposed plan was submitted for review. The installation<br />

completed the FOSTs for the Motor Pools and the former<br />

Storage Compound.<br />

In FY05, Fort Pickett completed remedial actions at the former<br />

Salvage Yard. The installation also completed DDs for the<br />

Motor Pools (EBS 115 and 124), the former Storage Compound<br />

(EBS 79), and the former Salvage Yard (EBS 13). The<br />

installation transferred 5 parcels, totaling 60 acres, to the LRA.<br />

Fort Picket continued the groundwater monitoring and<br />

maintenance operations at the former Salvage Yard (EBS 13).<br />

The installation completed the compilation and digitization of<br />

the administrative record and information repository. The<br />

Virginia Department of Environmental Quality has concurred<br />

with the clean-up objectives for BCT 22 (the former Fuel<br />

Station) and is working in cooperation with the Army to ensure<br />

that the ongoing monitoring efforts are fully implemented. The<br />

Army has transferred all property at the installation. This is the<br />

last narrative for this installation.<br />
