In July 1991 and July 1995, the BRAC Commission<br />

recommended that Warminster Naval Air Warfare Center<br />

(NAWC) Aircraft Division be realigned and closed. The<br />

installation closed in March 1997. Site types include waste burn<br />

pits, sludge disposal pits, landfills, waste pits, and a fire training<br />

area. The installation was placed on the NPL in October 1989<br />

and signed a federal facility agreement (FFA) in September<br />

1990. The installation formed a technical review committee in<br />

FY88 and converted it to a Restoration Advisory Board (RAB) in<br />

FY94. The installation also completed a community relations<br />

plan and established an administrative record in FY94. In FY99,<br />

the installation prepared an Environmental Baseline Survey for<br />

transfer for the public benefit conveyance and the economic<br />

development conveyance parcels for Phase I, which were<br />

completed in FY00. A 5-year review was completed in FY02.<br />

The installation has identified 10 sites and has signed Records<br />

of Decision (RODs) for Operable Unit (OU) 1, Area A, and Sites<br />

6 and 7. In addition, No Further Action RODs have been signed<br />

for Sites 4 (OU 6), 5, 8, and Areas B and D. The cleanup<br />

progress at Warminster NAWC for FY02 through FY05 is<br />

detailed below.<br />

In FY02, the installation maintained groundwater treatment<br />

systems, a soil cap, erosion, excavation, and institutional<br />

controls. The installation completed the 5-year review. The<br />

installation conducted perimeter and off-base monitoring, as<br />

well as sampling of the groundwater treatment system. The<br />

installation continued to optimize the treatment system through<br />

the evaluation of data. The Navy completed an inventory of all<br />

Military Munitions Response Program (MMRP) sites. No MMRP<br />

sites were identified at this installation.<br />

In FY03, the Navy continued its quarterly perimeter and<br />

off-base monitoring program, as well as the monthly sampling<br />

of the groundwater treatment system. The installation initiated<br />

technical discussions on the merits of monitored natural<br />

attenuation as an optimization of the groundwater treatment<br />

system. The Area C groundwater transfer line was relocated by<br />

the developer with Navy oversight.<br />

In FY04, the Navy conducted perimeter and off-base monitoring<br />

according to the long-term management (LTM) plan. It also<br />

maintained, optimized, and conducted sampling of the<br />

groundwater treatment system and maintained and operated<br />

land use controls (LUCs).<br />

In FY05, Warminster NAWC Aircraft Division continued<br />

perimeter and off-base monitoring according to the LTM plan.<br />

The well reduction strategy continued through discussions with<br />

the technical evaluation group. The installation continued work<br />

on the groundwater treatment system, and maintained and<br />

operated LUCs.<br />

Warminster NAWC Aircraft Division prepared a work plan to<br />

address the higher contaminant levels found at Area C. The<br />

Navy continued to streamline the monitoring program by<br />

reviewing and discussing the monitoring and/or extraction wells<br />

that could be sampled less frequently or shutdown.<br />

The installation developed a draft optimization study work plan<br />

to improve the groundwater capture; however, contractual<br />

issues delayed the groundwater work plan implementation.<br />

Technical issues delayed improved alternatives for source<br />

removal at Area C.<br />
