In July 1995, the BRAC Commission recommended closure of<br />
Reese Air Force Base (AFB), which was used for pilot training<br />
and related activities. The installation closed in September<br />
1997. The federal facility agreement (FFA), signed in 1987, was<br />
terminated in June 1999. Sites identified at the installation<br />
include landfills, surface impoundments, underground storage<br />
tanks, sludge spreading areas, industrial drain lines, and fire<br />
training areas. The installation formed a Restoration Advisory<br />
Board (RAB) in FY95 and a BRAC cleanup team (BCT) in<br />
FY96. An Environmental Baseline Survey and an environmental<br />
impact survey were completed in FY97. The installation<br />
achieved the last remedy in place (LRIP) milestone and<br />
completed the first 5-year review in FY06.<br />
Environmental studies have identified 18 <strong>Installation</strong><br />
Restoration Program (IRP) sites. To date, the installation has<br />
transferred all of the property (2,987 acres) at Reese AFB. The<br />
cleanup progress at Reese AFB for FY02 through FY05 is<br />
detailed below.<br />
In FY02, four corrective action wells were installed for the<br />
Tower Area plume. Operation of the groundwater treatment<br />
system continued, as did long-term groundwater monitoring. A<br />
request for funding to expand the groundwater treatment<br />
system due to the possible migration of contaminants was<br />
submitted.<br />
In FY03, 70 acres were transferred.<br />
In FY04, 141 acres were transferred and EPA approval of<br />
operating properly and successfully (OP&S) determinations<br />
was obtained for two sites (SS 001 and LF 003). The Air Force<br />
also completed the installation of additional monitoring wells<br />
and corrective action wells for the Tower Area plume.<br />
Groundwater data was collected to support the OP&S<br />
determination for the Tower Area. A guaranteed fixed price<br />
remediation (GFPR) with insurance contract was issued to<br />
complete cleanup at Reese AFB. The Air Force conducted an<br />
inventory of Military Munitions Response Program (MMRP)<br />
sites. MMRP sites were identified at this installation.<br />
In FY05, the installation initiated preparation of the first 5-year<br />
review. The Air Force conducted pilot studies to test possible<br />

enhancement of remedies for the Tower Area and Southwest<br />
Landfill plumes under the GFPR contract. In addition, the<br />
installation completed the expansion of the Tower Area<br />
pump-and-treat system, initiated an OP&S demonstration for a<br />
third site, and continued to gather data for an OP&S<br />
demonstration for a fourth site. The installation continued<br />
complying with the EPA 7003 Order by supplying approximately<br />
50 off-base residents with alternate water supplies. The Air<br />
Force began evaluating requirements at MMRP sites at this<br />
installation. The RAB and BCT continued to meet as scheduled.<br />

The installation completed an OP&S demonstration for the<br />
Tower Area Plume. Reese AFB transferred all the remaining<br />
property (409 acres), completing transfers to the Lubbock<br />
Reese Reuse Authority (LRRA) through the economic<br />
development conveyance transfer mechanism, and to Texas<br />
Tech University and South Plains College through the public<br />
benefit conveyance transfer mechanism. The Air Force<br />
successfully used the GFPR contract to expedite environmental<br />
remediation, advancing the schedule for groundwater cleanup.<br />
The installation identified new IRP sites and added those sites<br />
to the inventory. Reese AFB achieved the LRIP milestone and<br />
completed the 5-year review. The installation continued the<br />
ongoing full scale enhanced remedial action and also continued<br />
its compliance with the EPA 7003 Order.<br />
The RAB and BCT continued to meet as scheduled.<br />

The Air Force determined that no munitions and explosives of<br />
concern constituents remain at the installation.<br />
