From the early 1940s until it was commissioned as a submarine<br />

base in 1977, Bangor Naval Submarine Base was used to<br />

store, process, and ship munitions. Past chemical releases at<br />

the installation are primarily related to the detonation,<br />

demilitarization, and disposal of explosive ordnance and<br />

associated activities. The Navy conducted an initial assessment<br />

study in FY83 to identify sites requiring further investigation<br />

because of suspected soil and groundwater contamination.<br />

EPA placed the Bangor Ordnance Disposal area on the NPL in<br />

July 1987 and the Bangor Naval Submarine Base in August<br />

1990. In January 1990, the Navy, EPA, and the State of<br />

Washington signed a federal facility agreement (FFA) for the<br />

installation. In 2005, the BRAC Commission recommended<br />

Bangor Naval Submarine Base for realignment. The installation<br />

completed 5-year reviews in FY00 and FY05.<br />

Forty-three sites have been identified at this installation. These<br />

sites were grouped into eight operable units (OUs). The<br />

installation has completed eight Records of Decision and<br />

performed five expedited response actions. Construction<br />

completion documents for OUs 1, 2, and 7 were submitted to<br />

EPA and the Washington Department of Ecology. The cleanup<br />

progress for Bangor Naval Submarine Base for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation submitted a proposal for partial deletion<br />

from the NPL for all media with the exception of groundwater<br />

for OUs 1 and 2. Ordnance monitored natural attenuation<br />

(MNA) and downgradient aquifer conditions were evaluated at<br />

OU 1. The installation continued long-term operations (LTOs)<br />

and long-term management (LTM) at OUs 1, 2, and 8, and<br />

implemented and maintained land use controls (LUCs). The<br />

Navy completed an inventory of all Military Munitions Response<br />

Program (MMRP) sites and identified one MMRP site at this<br />

installation.<br />

In FY03, the installation collected additional data to<br />

demonstrate that the site treatment system could be shut down.<br />

The installation continued LTO and LTM at OUs 1, 2, and 8.<br />

LUCs and institutional controls (ICs) were implemented and<br />

maintained. MNA was demonstrated as a viable alternative<br />

remedy at OU 1.<br />

In FY04, the installation collected more data to demonstrate<br />

that the pump-and-treat system at OU 1 (Site 200) could be<br />

shut down. The Navy began the second basewide 5-year<br />

review. The installation continued LTM and LTO at OUs 1, 2,<br />

and 8, and began optimization studies at Sites 200 and 204.<br />

The installation initiated a cleanup level study for Pogy Road.<br />

The installation implemented and maintained LUCs and ICs.<br />

In FY05, Bangor Naval Submarine Base completed an<br />

optimization study at OUs 1, 2, and 8, and presented an<br />

alternate remedy and systems shutdown to regulators. The<br />

Navy completed a second 5-year review. The installation<br />

completed the Pogy Road cleanup and discontinued product<br />

recovery at OU 8. The Navy initiated a preliminary study at<br />

MMRP Site EO 300.<br />

Bangor Naval Submarine Base completed repairs to Site 201<br />

and negotiated with regulators to implement recommendations<br />

from the optimization study. The Navy also discontinued<br />

sampling at Site 26. The installation finished sampling at OU 1,<br />

2, and 7, and did not detect perchlorate.<br />
