In July 1993, the BRAC Commission recommended closure of<br />
Treasure Island Naval Station (NS) with relocation of the Naval<br />
Reserve Center and the Naval Technical Training Center.<br />
Operational closure was completed in September 1997.<br />
Contamination is largely the result of migration of petroleum<br />
products from fueling operation areas and disposal of waste<br />
materials. In FY92, the installation established two information<br />
repositories and an administrative record, and completed a<br />
community relations plan (CRP), which was updated in FY02.<br />
The installation signed a federal facility agreement (FFA) in<br />
September 1992. The technical review committee was<br />
converted to a Restoration Advisory Board (RAB) in FY94. The<br />
RAB received a technical assistance for public participation<br />
grant in FY99 for review of a remedial investigation (RI).<br />
Thirty-three sites, including former fire training areas, a landfill,<br />
a former dry cleaning facility, an old bunker area, fuel farms, a<br />
service station, and a waterline replacement area have been<br />
identified to date. The installation has signed one Record of<br />
Decision (ROD). The cleanup progress at Treasure Island NS<br />
for FY02 through FY05 is detailed below.<br />
In FY02, Treasure Island NS received closure concurrence for<br />
Sites 1 and 3. CERCLA Sites 30 and 31 were added to the<br />
<strong>Installation</strong> Restoration Program (IRP). The installation<br />
completed a removal action for polychorinated biphenyl (PCB)-<br />
and polycyclic aromatic hydrocarbon (PAH)-contaminated soil<br />
at five buildings in the Site 12 housing area. The RI was<br />
completed for the offshore Operable Unit Sites 13 and 27. A<br />
full-scale in situ soil vapor extraction system operated at<br />
Petroleum Sites 14, 22, and 25. Soil removal actions were<br />
completed or were underway at other petroleum sites, and a<br />
number of former underground storage tank sites received<br />
closure letters from the State Water Board. The installation<br />
updated the CRP. The Navy completed an inventory of all<br />
Military Munitions Response Program (MMRP) sites. No MMRP<br />
sites were identified at this installation.<br />
In FY03, the installation established petroleum remedies for 95<br />
percent of sites. The installation completed the draft<br />
documentation for the transfer of all property not impacted by<br />
CERCLA or by petroleum sites. The installation submitted an<br />
engineering evaluation and cost analysis (EE/CA) for a removal<br />

action in portions of Site 12 for review. The installation<br />
completed additional soil sampling for Site 12. The installation<br />
installed a pilot study for in situ remediation at Site 24.<br />
In FY04, the installation completed remedies in place for all<br />
petroleum sites. The Navy initiated a historical radiological<br />
assessment (HRA). Additionally, the installation initiated<br />
petroleum remedies for the remaining 5 percent of sites. Naval<br />
Sites 32 (Former Training Area) and 33 (Waterline<br />
Replacement Area) were added to the IRP.<br />
In FY05, Treasure Island NS completed regulatory concurrence<br />
for no further action (NFA) at four petroleum sites. The Navy<br />
completed the RI reports for Sites 9, 10, and 30. The<br />
installation signed an NFA ROD for Site 13 offshore sediments.<br />
The installation also installed a groundwater pilot study for in<br />
situ bioremediation at Site 21 and completed a groundwater<br />
investigation at Site 33.<br />

Treasure Island NS obtained regulatory concurrence for closure<br />
of Petroleum Sites 6 and 25, pipeline D 1B groundwater, and<br />
<strong>Installation</strong> Restoration Site 7. The Navy completed No Action<br />
Proposed Plans (PPs) for Sites 9 and 10. The basewide HRA<br />
was completed and a radiological survey in Building 233 was<br />
conducted. The installation also completed the supplemental<br />
Environmental Baseline Survey, and signed findings of<br />
suitability to transfer for Treasure Island and Yerba Buena<br />
Island. The cost of completing environmental restoration has<br />
changed significantly due to technical issues and changes in<br />
estimating criteria.<br />
The installation completed the RI report for Site 31; however,<br />
regulatory issues delayed RI reports for Sites 6, 8, 11, 12, 21,<br />
24, 28, 29, 32, and 33. Technical issues delayed feasibility<br />
studies (FSs) for offshore Site 27, and onshore Sites 30 and 31.<br />
