The 2005 BRAC Commission recommended closure of Willow<br />
Grove Naval Air Station (NAS) Joint Reserve Base. The<br />
installation served as a reserve NAS for aviation training<br />
activities. Site types include landfills, underground storage<br />
tanks, and a fire training area. The installation formed a<br />
technical review committee in FY90. In FY91, it established an<br />
administrative record and information repository. The<br />
installation was placed on the NPL in September 1995. The<br />
Navy completed a federal facility agreement (FFA) for Site 2 in<br />
2005. In FY95, the installation established a Restoration<br />
Advisory Board (RAB), which meets regularly. A community<br />
relations plan was developed in FY97.<br />
Studies at this installation have identified 11 CERCLA sites and<br />
2 RCRA sites. The installation signed a No Further Action<br />
(NFA) Record of Decision (ROD) for Site 1 soil in FY06. The<br />
cleanup progress at Willow Grove NAS for FY02 through FY05<br />
is detailed below.<br />
In FY02, the installation finalized the feasibility study report for<br />
Site 5 and the remedial investigation (RI) for Site 1, and<br />
submitted them to regulators and the RAB. The Navy<br />
completed an inventory of all Military Munitions Response<br />
Program (MMRP) sites. No MMRP sites were identified at this<br />
installation.<br />
In FY03, the installation completed fieldwork at <strong>Installation</strong><br />
Restoration (IR) Site 10, the Navy Fuel Farm. In addition, the<br />
installation completed the removal of drums discovered<br />
adjacent to IR Site 2 and the soil analysis of the drum area and<br />
EPA environmental photographic interpretation center<br />
anomalies.<br />
In FY05, the BRAC Commission recommended closure of<br />
Willow Grove NAS. The installation submitted an NFA ROD for<br />
Site 1 soil. The installation also completed the FFA.<br />

The Navy and EPA, with concurrence from the Pennsylvania<br />
Department of Environmental Protection, signed an NFA ROD<br />
