Massachusetts Military Reservation (MMR) provides Army and<br />

Air National Guard training, and supports the East Coast Air<br />

Defense and Coast Guard Air and Sea Rescue Units. EPA<br />

placed the installation on the NPL in November 1989. The Air<br />

Force signed a federal facility agreement (FFA) in July 1991,<br />

which was last amended in June 2002. Sites at MMR include<br />

chemical and fuel spill sites, storm drains, landfills, and former<br />

firefighter training areas. Private and municipal wells near the<br />

installation were closed and replaced after off-base migration of<br />

groundwater contamination was detected. The installation<br />

completed 5-year reviews in FY97 and FY03.<br />

Studies have identified 85 sites at the installation. To date,<br />

Records of Decision (RODs), interim RODs, or decision<br />

documents have been signed for 78 sites, and 66 sites have<br />

been closed. The cleanup progress at MMR for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the MMR completed remediation at 14 sites and<br />

installed 4 soil vapor extraction (SVE) subsurface soil treatment<br />

systems. Work continued on engineering designs for<br />

groundwater treatment systems for Sites CS 4, 20, 21, and FS<br />

29. The second MMR 5-year review process was initiated.<br />

In FY03, the installation completed construction and started<br />

operation of the Site FS 1 groundwater treatment system, and<br />

finalized the 5-year review. Remedial investigation began on<br />

the Site CS 23 groundwater plume and pre-design data was<br />

gathered for the CS 18 and 19 unexploded ordnance (UXO)<br />

disposal sites. The installation continued monitoring, operation,<br />

and optimization of eight groundwater treatment systems and<br />

four SVE systems. Two of the SVE systems achieved cleanup<br />

goals and were decommissioned.<br />

In FY04, the installation completed engineering designs for<br />

off-base groundwater treatment systems for Sites CS 4, 20, 21,<br />

and FS 29. Real estate support finalized or continued<br />

processing easements for 45 properties. MMR commenced soil<br />

removal at the CS 19 UXO disposal site, and continued the<br />

monitoring, operation, and optimization of eight groundwater<br />

treatment systems and two SVE systems. MMR also<br />

decommissioned three older groundwater treatment systems<br />

associated with the Sites CS 4, SD 5 South, and FS 1<br />

groundwater plumes. Site CS 1 was approved for no further<br />

action (NFA). MMR acquired a direct push rig, and utilized<br />

direct push technology to fill data gaps in a timely and cost<br />

effective manner. The base continued aggressive community<br />

involvement (CI) efforts.<br />

In FY05, MMR completed 90 percent of the construction for an<br />

off-base combined groundwater treatment system for Sites CS<br />

4, 20, 21, and FS 29. Real estate support finalized or continued<br />

processing easements for 70 properties. The MMR in-house<br />

geoprobe rig completed 35 groundwater profile borings to 230<br />

feet deep, installed 11 piezometers, and completed 40 soil<br />

profile borings. The installation completed removal actions at<br />

two sites, completed Phase I and II removal actions at the CS<br />

19 UXO disposal site, issued remedial action (RA) reports for<br />

five sites, closed three sites, decommissioned an SVE system,<br />

and obtained NFA for two groundwater sites. MMR continued<br />

monitoring, operation, and optimization of eight groundwater<br />

treatment systems and an SVE system. The Air Force updated<br />

its Military Munitions Response program (MMRP) inventory. No<br />

MMRP sites were identified at this installation during the<br />

inventory development. The base CI team continued<br />

aggressive CI efforts.<br />

p‰HT2s‚€2€�������<br />

MMR completed construction on its largest groundwater<br />

remediation system, which treats over 4.7 million gallons per<br />

day from four sites. Construction is 80 percent complete on the<br />

LF 1 expansion and Site CS 23 groundwater treatment<br />

systems. MMR continued monitoring, operating, and optimizing<br />

eight groundwater treatment systems with a combined capacity<br />

of over 17 million gallons per day. The installation completed<br />

two RODs, one interim ROD, and one decision document<br />

resulting in a site closure determination for three sites, a<br />

response complete (RC) achievement for one site, and a<br />

remedy in place (RIP) achievement for one site. The installation<br />

obtained RC at sites FS 25 and CS 14, and began<br />

RA-operations at Sites CS 4, 20, 21, and FS 29. MMR<br />

completed the Phase III removal action at the CS 19 UXO<br />

disposal site, and obtained a NFA determination for the CS 13<br />

groundwater site. The Air Force submitted a delisting package<br />

for 63 sites to EPA. The cost of completing environmental<br />

restoration has changed significantly due to technical issues.<br />

The CI program continued.<br />
