In December 1988, the BRAC Commission recommended<br />

closure of Jefferson Proving Ground and relocation of its<br />

mission to Yuma Proving Ground in Arizona. The installation<br />

closed on September 30, 1995. The 50,774 acres north of the<br />

firing line, included in the 1995 BRAC program, is known to be<br />

heavily contaminated with unexploded ordnance (UXO). The<br />

Army plans to retain the site indefinitely for use as a wildlife<br />

sanctuary and other government uses. The sites south of the<br />

firing line, identified during environmental studies, included<br />

landfill and disposal areas, hazardous waste storage areas, fire<br />

training areas, underground storage tanks (USTs), and<br />

buildings with asbestos-containing materials. Contaminants at<br />

the installation include depleted uranium, heavy metals, UXO,<br />

solvents, polychlorinated biphenyls (PCBs), volatile organic<br />

compounds (VOCs), and petroleum hydrocarbons. Interim<br />

remedial actions have included a landfill cap, removal of USTs,<br />

and excavation of contaminated soil. In FY94, the installation<br />

formed a BRAC cleanup team and a Restoration Advisory<br />

Board (RAB). During FY96, the installation issued an updated<br />

community relations plan. The Army procured a technical<br />

assistance for public participation (TAPP) contract to support<br />

the RAB in FY99.<br />

To date, the Army has transferred the Defense Reutilization<br />

and Marketing Office (DRMO) Parcel area, the Airfield Parcel,<br />

the Western Wooded Parcel, the Northeast Parcel, and the<br />

central cantonment area (total of approximately 1,200 acres).<br />

The Army has signed one Record of Decision (ROD). The<br />

cleanup progress at Jefferson Proving Ground for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation completed the remedial investigation<br />

(RI) of the area south of the firing line and submitted the final<br />

document to the regulators. The installation forwarded a revised<br />

finding of suitability to transfer (FOST) for the Airfield Area to<br />

Headquarters, Department of the Army for approval and<br />

signature. The Army completed the transfer of the DRMO<br />

Parcel area. The installation completed a draft FOST for the<br />

Northeastern Parcel and made it available for public review.<br />

Additional RI fieldwork at selected sites continued. The<br />

installation completed fieldwork for the last UXO clearance<br />

south of the firing line. The Army initiated an inventory of<br />

closed, transferred, and transferring (CTT) ranges and sites<br />

with UXO, discarded military munitions or munitions<br />

constituents. The RAB held quarterly meetings and the<br />

community TAPP provider reviewed the draft final RI.<br />

In FY03, the installation completed the feasibility study (FS) for<br />

the area south of the firing line. The Army signed the FOSTs for<br />

the Airfield Area and Northeastern Area. The Army distributed a<br />

draft FOST for the Western Wooded Parcel for public review.<br />

The Army completed the inventory of CTT ranges and sites and<br />

identified 15 Military Munitions Response Program (MMRP)<br />

sites. The community TAPP provider reviewed the draft FS.<br />

In FY04, the Army transferred the Airfield Parcel. The<br />

installation completed the proposed plan for the area south of<br />

the firing line. The installation drafted a ROD for the area south<br />

of the firing line and provided it for public review and comment.<br />

The Army signed a letter of assignment for the transfer of the<br />

Western Wooded Parcel to Jefferson County via the National<br />

Park Service.<br />

In FY05, the installation requested Nuclear Regulatory<br />

Commission (NRC) concurrence to begin 5-year site<br />

characterization of the depleted uranium area. Additionally, the<br />

installation completed the ROD and achieved remedy in place<br />

for areas south of the firing line. The installation began the<br />

long-term groundwater monitoring of sites covered under the<br />

ROD.<br />

Jefferson Proving Ground received a license amendment from<br />

the NRC granting a 5-year period to perform a site<br />

characterization of the depleted uranium area. The Army, NRC,<br />

and a local environmental group discussed concerns about the<br />

depleted uranium area. The installation transferred the<br />

Northeast Parcel. The cost of completing environmental<br />

restoration has changed significantly due to technical issues.<br />

The installation submitted the proposed plan (PP) for<br />

restoration of the Open Burn Unit; however, administrative<br />

issues delayed final approval.<br />
