Yorktown Naval Weapons Station (NWS) provides ordnance<br />

technical support and related services to the Atlantic Fleet. EPA<br />

placed the installation on the NPL in October 1992, primarily<br />

because of six sites that are hydrologically connected to the<br />

Chesapeake Bay. A federal facility agreement (FFA) was<br />

signed in October 1992. In 2005, the BRAC Commission<br />

recommended Yorktown NWS for realignment. Contaminants<br />

include explosive nitramine compounds and volatile organic<br />

compounds (VOCs) that affect groundwater, surface water, and<br />

sediment. A technical review committee, formed in FY91, was<br />

converted to a Restoration Advisory Board in FY95. In FY02,<br />

the installation updated the community relations plan and<br />

completed a 5-year review.<br />

To date, 49 sites have been identified at this installation.<br />

Yorktown NWS has completed 16 Records of Decision (RODs).<br />

The cleanup progress at Yorktown NWS for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation continued remedial action (RA) efforts<br />

at Site 6 with Phase IV. The installation completed the first<br />

5-year review. The RA for groundwater Operable Unit (OU) 1<br />

began. Groundwater monitoring at all applicable sites<br />

continued. The Navy completed an inventory of all Military<br />

Munitions Response Program (MMRP) sites. One MMRP site<br />

was identified at this installation.<br />

In FY03, the installation continued RA efforts at Site 6 with<br />

Phase V. The installation completed an RA at Site 4 and a<br />

removal action at Site 23. Groundwater monitoring at all<br />

applicable sites continued. The remedial investigation (RI) for<br />

groundwater OU 1 continued. The installation signed the final<br />

RODs for two sites. A preliminary assessment (PA) was<br />

initiated for Unexploded Ordnance 000001 (NWS Small Arms<br />

Range).<br />

In FY04, the installation continued the Site 6 RA and finalized a<br />

site screening area (SSA) report for 10 SSAs. In addition, the<br />

installation completed a draft RI for Sites 27, 28, 29, and 30.<br />

Yorktown NWS also initiated an update of master project plans.<br />

The installation completed final Round II RIs for Sites 2, 8, 18,<br />

and SSA 14.<br />

In FY05, Yorktown NWS finalized a No Further Action ROD for<br />

soil at Site 4 and a No Action ROD for Site 18. Site 18 is<br />

complete for all media. The installation finalized work plans for<br />

OU 1 and initiated a Round I RI. The installation completed the<br />

draft final long-term monitoring report for Site 12 and work<br />

plans for investigation of mercury contamination in Ballard<br />

Creek downstream of Site 12. The installation finalized the RI<br />

for Sites 27 through 30. The Site 6 RA continued. The<br />

installation finalized master project plans.<br />

Yorktown NWS completed a No Action ROD for Site 27. In<br />

addition, the installation completed long-term monitoring for<br />

Sites 1, 3, and 7. The installation initiated a baseline ecological<br />

risk assessment (BERA) for the wetlands downgradient of<br />

Site 12.<br />

Contractual issues delayed the Round I RI for groundwater<br />

OU 1.<br />

inspection (SI) for the Morale, Welfare, and Recreation (MWR)<br />

Skeet Range.<br />
