In July 1991, the BRAC Commission recommended that Fort<br />

Devens close and establish a Reserve enclave. In FY96, the<br />

Army closed Fort Devens, replacing it with the Devens Reserve<br />

Forces Training Area, which assumed the remaining Army<br />

mission. EPA placed the installation on the NPL in 1989. The<br />

Army and EPA signed an interagency agreement (IAG) in<br />

November 1991. In 2005, the BRAC Commission<br />

recommended Fort Devens for realignment. Identified sites<br />

include landfills, vehicle and equipment maintenance and<br />

storage yards, the Defense Reutilization and Marketing Office<br />

scrap yard, motor pools, and underground storage tanks<br />

(USTs). Investigations revealed soil and groundwater<br />

contamination. In FY94 and FY95, the Army investigated the<br />

training areas and ranges for possible unexploded ordnance<br />

(UXO) and completed all UXO removal actions. In FY94, the<br />

installation formed a Restoration Advisory Board (RAB) and a<br />

BRAC cleanup team (BCT). Beginning in FY95, the installation<br />

conducted several interim actions, including removal of USTs<br />

and installation of a soil vapor extraction system. The Army<br />

signed an environmental services cooperative agreement with<br />

the local redevelopment authority in FY01 for demolition of the<br />

former military housing areas and removal of<br />

pesticide-contaminated soil underneath the housing units. Fort<br />

Devens completed 5-year reviews in FY01 and FY05.<br />

Past environmental investigations identified 77 sites with 324<br />

BRAC areas of concern (AOCs). The Army and EPA have<br />

signed 21 Records of Decision (RODs) to date. In addition, the<br />

Army approved 81 no further action (NFA) decision documents<br />

(DDs) and 32 NFA DDs Area Requiring Environmental<br />

Evaluation (AREE). In FY96, the Army conveyed 2,354 acres to<br />

the Local Redevelopment Authority. From FY97 through FY99,<br />

the Army conveyed 22 acres to the U.S. Department of Labor;<br />

222 acres to the U.S. Bureau of Prisons; and 836 acres to the<br />

U.S. Fish and Wildlife Service. The cleanup progress at Fort<br />

Devens for FY02 through FY05 is detailed below.<br />

In FY02, the Army completed excavation and transport of soil to<br />

a permanent landfill at AOCs 9, 11, 40, 41, and Study Areas 12<br />

and 13. The Army initiated an inventory of closed, transferred,<br />

and transferring (CTT) ranges and sites with UXO, discarded<br />

military munitions, or munitions constituents. The RAB instituted<br />

a program of multiple community co-chairs to allow<br />

representation from the four contiguous towns and the<br />

community located on former Fort Devens property. The BCT<br />

addressed regulatory issues, concerns, and comments for all<br />

remaining sites undergoing environmental restoration.<br />

In FY03, the installation completed the final feasibility study<br />

(FS) and draft ROD for AOC 50. The installation completed<br />

removal of pesticide-contaminated soil underneath demolished<br />

military housing. The installation completed construction at the<br />

Fort Devens consolidated landfill and obtained approval of<br />

closeout reports. The Army completed the BRAC portion of the<br />

CTT range and site inventory and initiated the active sites<br />

portion of the inventory. The Army identified 11 Military<br />

Munitions Response Program (MMRP) sites.<br />

In FY04, the installation completed remedial actions (RAs)<br />

along with the Final Interim Closeout Report for AOC 57. The<br />

Army approved the AOC 50 ROD and the 100 percent remedial<br />

design for remedy implementation, and the installation<br />

implemented the remedy. The installation obtained approval for<br />

the NFA DD for AREE 69 AE, North Post oil spill. The<br />

installation also transferred leased parcel A 1C and Lot 9.<br />

In FY05, the installation implemented the groundwater<br />

contingency remedy for Shepley's Hill Landfill (SHL) and<br />

awarded a performance-based contract (PBC) for a<br />

comprehensive site assessment (CSA) on the landfill. The<br />

installation completed the preliminary assessment, site<br />

investigation, and polychlorinated biphenyl (PCB) remediation<br />

at the Grant, Locust, and Cavite (GLC) Army Family Housing<br />

Areas. Additionally, Fort Devens reached remedy in place and<br />

completed the RA workplan and land use control (LUC) plan for<br />

AOC 50. The installation sampled for perchlorate in the<br />

groundwater monitoring wells on the South Post Impact Area.<br />

In addition, the Army completed a 5-year review and transferred<br />

lease parcels A 4, A 2A, and A 8.<br />

Fort Devens initiated a PBC for ongoing long-term groundwater<br />

monitoring and optimization at six AOCs. The installation<br />

completed the CSA workplans and continued the SHL remedy<br />

operation and remedy optimization. The Army awarded a PBC<br />

for the remediation of pesticide contaminated soils at the<br />

remaining former Army housing units. The installation<br />

completed the preliminary assessment/site investigation (SI),<br />

supplementary SI for the GLC housing areas and initiated a<br />

process for development of LUCs associated with a former<br />

range within the Grant Housing Area. In addition, the<br />

installation completed a time-critical removal action involving<br />

the remediation of lead contaminated soils at a former small<br />

arms firing range. The Army transferred leased parcel A 16 and<br />

completed the operating properly and successfully (OP&S)<br />

approval and finding of suitability to transfer for Parcel A 15.<br />

Regulatory issues delayed the EPA certification for OP&S for<br />

AOCs 50 and 57. Contracting and funding issues delayed the<br />

pesticide soil remediation at the Shirley Housing Area.<br />

Regulatory and technical issues delayed the transfer of all<br />

properties leased in furtherance of conveyance.<br />

activities for performing an SI on sites identified in the CTT<br />

inventory report for the Devens Reserve Forces Training Area.<br />
