In July 1993, the BRAC Commission recommended closure of<br />
Agana Naval Air Station (NAS). The installation was closed on<br />
March 31, 1995. A community relations plan was published in<br />
FY92, and three information repositories were established. A<br />
BRAC cleanup team (BCT) and a Restoration Advisory Board<br />
(RAB) were established in FY93.<br />
To date, the installation has identified 38 sites. Findings of<br />
suitability to lease were completed for three parcels, along with<br />
an interim lease and a joint use agreement with the Guam<br />
International Airport Authority (GIAA). In addition, 5 parcels of<br />
the NAS, totaling 1,179 acres, have been transferred to the<br />
Government of Guam (GovGuam) and GIAA. The cleanup<br />
progress at Agana NAS for FY02 through FY05 is detailed<br />
below.<br />
In FY02, an investigation found no contaminants at the<br />
abandoned drum sites. The Navy completed an inventory of all<br />
Military Munitions Response Program (MMRP) sites. No MMRP<br />
sites were identified at this installation.<br />
In FY03, Agana NAS completed collecting and analyzing fish<br />
and sediment samples for polychlorinated biphenyls (PCBs)<br />
from a private residence fish pond located near the Agana<br />
Power Plant as requested at a RAB meeting. Regulators<br />
requested additional fish samples in the Agana Swamp to<br />
determine if PCB levels in fish have decreased. The installation<br />
negotiated with the BCT to install two additional monitoring<br />
wells at Site 37. One RAB meeting and three BCT meetings<br />
were held.<br />
In FY04, the installation completed storm damage repairs at<br />
Site 1. Agana NAS conducted a dye trace test to confirm<br />
effectiveness of long-term monitoring wells at Site 1, which was<br />
inconclusive. Regulators re-evaluated the relative risk<br />
evaluation for 12 Operable Unit (OU) 2 sites requiring restricted<br />
reuse. Nine sites were revised from industrial to unrestricted<br />
land use. Historical risk data for fish in Agana Swamp was<br />
re-evaluated to support an additional round of required fish<br />
sampling to determine if PCB levels have decreased at Site 35.<br />
The installation completed planning documents for addition of<br />
two monitoring wells at Site 37. At the former Agana NAS Navy<br />

Economic Development Authority cleaned up a petroleum<br />
substance rising from the ground. The parcel was turned over<br />
in an early transfer agreement to GovGuam, but the<br />
contamination was suspected to be from the former Navy<br />
service station operation of a 100-gallon waste oil underground<br />
storage tank, oil water separator, and associated piping not<br />
reported in the Environmental Baseline Survey (EBS). During<br />
investigative site visits for development of sampling plans,<br />
regulators determined that the source was the sewer system<br />
connected to the service station drains, oil water separator<br />
drum and piping. The draft site investigation (SI) work plans<br />
were completed under site basewide EBS. One RAB and two<br />
BCT meetings were held.<br />
In FY05, Agana NAS completed the dye trace study for Site 1<br />
and began an evaluation with regulators to determine landfill<br />
monitoring network design. The installation completed<br />
proposed plans (PPs) and draft decision documents (DDs) for<br />
Site 1, Site 38, and 28 OU 2 sites. Site 37 monitoring well<br />
installation and two rounds of sampling were completed. The<br />
installation completed the SI fieldwork sampling and analysis to<br />
determine further response actions required at Building 15-46A.<br />
Three public meetings and two BCT meetings were held. The<br />
BCT performed a review of the PP and both EPA and Guam<br />
EPA attended Navy public meetings providing cooperative<br />
regulator support.<br />

Agana NAS completed monitoring of the well network<br />
installation at Site 1. The Navy completed PCB remedial<br />
actions (RAs) at Agana Power Plant Site 37 and included these<br />
actions in the remedial investigation report. The installation<br />
achieved resolution for fish monitoring at the Agana Swamp.<br />
The installation completed a draft of the Building 15-46A SI<br />
report and determination of further action requirement.<br />
Regulatory issues concerning land use control language<br />
delayed the DDs and RA work plans for Site 1, Site 38, and OU<br />
2 (28 sites).<br />
The installation held one RAB and one BCT meeting.<br />
