Defense Distribution Depot (DDD) San Joaquin, Tracy Facility<br />

stores and distributes supplies and equipment for DoD. EPA<br />

placed DDD San Joaquin, Tracy Facility on the NPL in August<br />

1990 and the installation signed a federal facility agreement<br />

(FFA) in 1991. Sites at this installation include burn and<br />

disposal pits, underground storage tanks (USTs), hazardous<br />

waste storage sites, and other areas of contamination.<br />

Contamination has been identified in on-site soil and off-site<br />

groundwater. The installation completed a 5-year review in<br />

FY05.<br />

To date, response complete has been achieved at 61 of the 73<br />

identified sites at this installation. Two Records of Decisions<br />

(RODs) have been signed, one for the treatment of<br />

groundwater contamination and one sitewide comprehensive<br />

ROD. The cleanup progress at DDD San Joaquin, Tracy<br />

Facility for FY02 through FY05 is detailed below.<br />

In FY02, operation and optimization of the Operable Unit (OU)<br />

1 groundwater treatment systems continued. The draft former<br />

UST sites preferred alternative report was submitted,<br />

recommending no further action (NFA) or monitored natural<br />

attenuation (MNA) for remaining open sites. The operation of<br />

the soil vapor extraction (SVE) system continued. Small<br />

excavation Sites 6, 20, and 27 were completed. The wet<br />

season controls Site 4 remedial action (RA) report was<br />

completed. The draft Site 67 northern depot area cover<br />

installation RA report was submitted. The Phase II remedial<br />

process optimization evaluation was completed.<br />

In FY03, the installation completed a former UST sites<br />

preferred alternative report and recommended 12 sites for NFA<br />

and 1 site for MNA. RAs for Site 8 and SVE sites were<br />

completed. The installation completed an RA report for Site 27<br />

and converted treatment plant (TP) 1 to granular activated<br />

carbon. The installation implemented pesticide treatment for TP<br />

In FY04, DDD San Joaquin, Tracy Facility completed the<br />

sitewide ROD amendment and the sitewide ROD explanation of<br />

significant differences for various sites. The installation also<br />

Unit (SWMU) 8; one for SWMUs 4, 6, and 20; and one for<br />

Defense Site Environmental Tracking System 67. The facility<br />

also continued operations and maintenance (O&M), monitoring,<br />

and optimization of groundwater treatment systems.<br />

In FY05, installation completed the 5-year review, which<br />

included an outline of the draft Response Completion and<br />

Resource Management Plan (exit strategy). The installation<br />

continued O&M, monitoring, and optimization of groundwater<br />

treatment systems. Additionally, the installation continued<br />

trichloroethylene (TCE)/pertetrachloroethylene (PCE) SVE and<br />

total petroleum hydrocarbons bioventing sites RA.<br />

DDD San Joaquin, Tracy Facility completed the draft sitewide<br />

Preliminary Closeout Report (PCOR) and the draft Response<br />

Completion and Resource Management Plan. The installation<br />

shut down the pesticide treatment plant portion of the<br />

groundwater treatment System. The installation continued<br />

O&M, monitoring, and optimization of groundwater treatment<br />

systems and groundwater well monitoring network.<br />

The installation initiated the update of the community relations<br />

plan (CRP). DDD San Joaquin, Tracy continued operation of<br />

the TCE PCE SVE system RA due to containment re-bound,<br />

delaying the completion of the RA report. The installation<br />

completed the TPH bioventing and will be reported in the same<br />

RA as SVE. DDD San Joaquin, Tracy also submitted the draft<br />

response plan (formerly known as the exit strategy) to the<br />

regulatory agencies with a schedule for a draft final and final<br />

plan.<br />

DLA has identified no Military Munitions Response Program<br />

(MMRP) sites at this installation.<br />
