Since 1954, the U.S. Army Soldiers Systems Center (Soldiers<br />
Systems Center) has supported industrial, laboratory, and<br />
storage activities for research and development in food science<br />
and in aeromechanical, clothing, material, and equipment<br />
engineering. Operations used various volatile organic<br />
compounds (VOCs), including tetrachloroethylene (PCE),<br />
trichloroethylene (TCE), carbon disulfide, benzene, and<br />
chloroform. Site types include contaminated buildings, spill<br />
sites, storage areas, disposal pits, dry wells, and underground<br />
storage tanks. The installation made efforts to partner with state<br />
and federal regulators and to communicate with the community<br />
after EPA placed the installation on the NPL in 1994. In 2005,<br />
the BRAC Commission recommended Soldiers Systems Center<br />
for realignment. The installation established a Restoration<br />
Advisory Board (RAB) in FY95.<br />
To date, the installation has signed one Record of Decision<br />
(ROD) for Building T 25. The T 25 ROD contained a unique<br />
partnering cooperative agreement involving the Town of Natick,<br />
the Massachusetts Department of Environmental Protection,<br />
EPA, and the Army. The installation has performed several<br />
interim actions, including removal of waste and contaminated<br />
soil and pavement from the drum storage area. The installation<br />
also removed a 1,000-gallon waste oil storage tank and<br />
associated contaminated soil, as well as polychlorinated<br />
biphenyl (PCB)-contaminated soil from an exploded<br />
transformer. The cleanup progress at the Soldiers Systems<br />
Center for FY02 through FY05 is detailed below.<br />
In FY02, the Army completed the interim remedial action (IRA)<br />
at the former proposed gymnasium site. The installation<br />
completed revegetation of the grounds behind the Boiler Plant<br />
site. Fieldwork associated with the remedial investigation and<br />
feasibility study (RI/FS) for the Buildings 22 and 36 site<br />
continued. The installation initiated the RI/FS for the Buildings<br />
13 and 14 site.<br />
In FY03, the Army installed three groundwater extraction wells<br />
and placed them in service. The Army completed an inventory<br />
of closed, transferred, and transferring ranges and sites with<br />
unexploded ordnance, discarded military munitions, or<br />
munitions constituents. The Army identified no Military<br />
Munitions Response Program (MMRP) sites at this installation.<br />

In FY04, the Army installed four additional off-site monitoring<br />
wells to track and monitor the T 25 area plume location. The<br />
installation updated and expanded the sitewide groundwater<br />
model to reflect additional monitoring and recovery wells, and<br />
additional plumes in the vicinity of the former Post Drinking<br />
Water Wells (PDWW) and Buildings 22 and 36. The Army also<br />
installed 10 additional on-site monitoring wells to delineate<br />
groundwater contamination in the vicinity of the former PDWW.<br />
The RAB met three times and provided comments on all draft<br />
and final reports.<br />
In FY05, the Army initiated IRA soil removals at NRDEC 03/13<br />
(Buildings T 62 and T 68 site) and NRDEC 09/12 (Building 14<br />
and former Building 13 site), and replaced monitoring well MW<br />
35B. The installation initiated an updated site inspection (SI) for<br />
NRDEC 11 (former PDWW site) and the RI for NRDEC 16<br />
(Buildings 22 and 36). In addition, the installation submitted the<br />
Tier III sediment ecological and fish consumption human health<br />
study to EPA for review. A 5-year review was underway.<br />

Soldier Systems Center completed IRA soil removals at<br />
NRDEC 03/13. The installation completed the RI for NRDEC 11<br />
and FS for NRDEC 16. The installation completed the update of<br />
the SI for NRDEC 11 and updated the draft RI for NRDEC 6.<br />
The installation also completed additional fish comsumption risk<br />
assessment analyses requested by EPA in connection with<br />
three sediment sites (NRDEC 01, 10, and 17). The Army<br />
submitted a draft proposed plan for NRDEC 03, 06, and 13, and<br />
draft 5-year review to EPA for review.<br />
Contractual issues delayed IRA soil removals at NRDEC 09/12.<br />
Regulatory issues delayed the remedial design (RD) for three<br />
sediment sites.<br />
