The mission at Eielson Air Force Base (AFB) is to provide<br />

tactical air support to Pacific Air Forces. EPA placed the<br />

installation on the NPL in November 1989 and the Air Force<br />

signed an interagency agreement (IAG) in May 1991.<br />

Environmental studies at Eielson AFB began in FY82. Sites<br />

include fire training areas, landfills, spill sites, aboveground<br />

storage tanks, underground storage tanks, and disposal pits.<br />

Primary contaminants affecting groundwater and soil are<br />

petroleum/oil/lubricants (POLs), benzene, and chlorinated<br />

solvents. Additional contaminants include heavy metals, volatile<br />

organic compounds (VOCs), and polychlorinated biphenyls<br />

(PCBs). In FY95, the installation converted its technical review<br />

committee to a Restoration Advisory Board (RAB). Five-year<br />

reviews were completed in FY98 and FY03.<br />

Since FY93, the installation has identified 65 sites. Thirty-one of<br />

the sites were grouped into 6 operable units (OUs); 24 sites<br />

were investigated and determined to require no further action<br />

(NFA). To date, all Records of Decision (RODs) for the<br />

<strong>Installation</strong> Restoration Program (IRP) have been signed, and<br />

amendments have been signed for the OU 2, OU 3, OU 4, and<br />

OU 5 RODs. In FY06, Eielson AFB removed Site SS 68 from<br />

the IRP. The cleanup progress at Eielson AFB for FY02 through<br />

FY05 is detailed below.<br />

In FY02, the installation continued annual long-term operations<br />

(LTO)/ long-term management (LTM) at the active sites.<br />

Agenda preparations for the 5-year review were initiated as<br />

planned. The Phase II remedial process optimization (RPO)<br />

process was completed. Institutional controls at IRP sites were<br />

enforced during all base construction activities. Biannual RAB<br />

meetings were held.<br />

In FY03, the installation completed the formal decommission of<br />

the bioventing systems at Site ST 20, E 7 complex, and Site ST<br />

48. The 5-year review was also completed. The installation<br />

prepared the proposed closure documents for all sites sampled<br />

in the FY02 sitewide sampling and analysis program. Closure<br />

documentation was incorporated into the ROD review report.<br />

The installation continued annual LTO/LTM at the active sites.<br />

Bioventing systems were removed at Site ST 20, E 7 complex,<br />

and Site ST 48.<br />

In FY04, Eielson AFB received funding for the proposed<br />

event-driven monitoring (EDM) concept for the long-term<br />

monitoring program. A removal action and site evaluation were<br />

completed at Site SS 35. Eielson AFB received regulatory<br />

concurrence that the remaining buried drums at the site do not<br />

constitute a changing site condition and do not alter the<br />

conclusions drafted in the ROD. The installation remediated the<br />

emulsion seepage. NFA is required for the remainder of the<br />

buried drums. Removal of the OU 1 bioventing system at Sites<br />

ST 20 and E 9 was completed. LTO savings from the three<br />

decommissioned OU 1 bioventing systems were used to repair<br />

and upgrade the OU 2 bioventing system at Site ST 10/SS 14.<br />

The RAB held biannual meetings.<br />

In FY05, Eielson AFB continued to make progress with the<br />

EDM initiative. The installation completed OU 2 bioventing<br />

system repair and upgrade for Sites ST 13/DP 26. Remedial<br />

action operation (RA-O) activities at the OU 2 bioventing<br />

systems at Sites ST 10/SS 14 and ST 13/DP 26 continued. The<br />

installation completed the sitewide sampling and analysis of<br />

monitoring wells. The current measures at Garrison Slough<br />

remain protective and progress toward the targeted risk range<br />

continued. Fish removal action from the slough continued. The<br />

Air Force updated its Military Munitions Response Program<br />

(MMRP) inventory. No MMRP sites were identified at this<br />

installation during the inventory development. The RAB<br />

co-chairs suspended regularly scheduled meeting periods and<br />

will meet on an as-need basis only. A yearly fact sheet<br />

publication will convey IRP information to the surrounding<br />

communities.<br />

Eielson AFB employed the EDM initiative for in situ monitoring<br />

and implemented the RPO effort. The installation continued<br />

RA-O activities at the OU 2 bioventing systems at Sites ST<br />

13/DP 26 and ST 10/SS 14.<br />

The installation awarded a munitions sweep contract for<br />

Garrison Slough; however, the sweep action was postponed<br />

due to administrative issues. The Air Force removed Site SS 68<br />

from the IRP due to regulatory issues and, as such, did not<br />

develop a proposed work plan or decision document for the<br />

site. Future activities will be addressed through the compliance<br />

program following State of Alaska cleanup standards for<br />

Regulation 18 AAC 78. The installation postponed the fish<br />

removal initiative because of prior fish removal success at<br />

Garrison Slough.<br />

The Eielson AFB RAB merged with the U.S. Army Corps of<br />

Engineers (USACE) FUDS program for the Eielson Farm Road<br />

AAA site. The combined RAB met to discuss the USACE's<br />

proposed plan for remediation efforts at the site.<br />
