The mission of Wurtsmith Air Force Base (AFB) was to conduct<br />

tactical fighter and bomber training. In July 1991, the BRAC<br />

Commission recommended closure of Wurtsmith AFB. The<br />

installation closed in June 1993, and EPA proposed it for the<br />

NPL in January 1994. Sites at the installation include a waste<br />

solvent underground storage tank (UST), bulk storage areas for<br />

petroleum/oil/lubricants (POLs), aboveground storage tanks,<br />

fire training areas, landfills, and an aircraft crash site. Volatile<br />

organic compounds (VOCs) at the installation include<br />

trichloroethylene (TCE), dichloroethene, vinyl chloride,<br />

benzene, toluene, ethyl benzene, and xylenes, all of which<br />

primarily affect groundwater. A Restoration Advisory Board<br />

(RAB) was established in FY94. To address cleanup efforts, a<br />

BRAC cleanup plan was developed. In FY04, the installation<br />

completed a 5-year review.<br />

The cleanup progress at Wurtsmith AFB for FY02 through FY05<br />

is detailed below.<br />

In FY02, the installation completed a basewide remedial action<br />

(RA) plan (RAP) and submitted it for regulatory review.<br />

Fieldwork for the supplemental remedial investigation (SRI) was<br />

completed and the draft SRI report was planned. Initial results<br />

from the field indicated no changes to the RAPs for Site WP<br />

004 and Landfill (LF) 023 were necessary. The results for Point<br />

of Interest 20 led to the characterization of a small, chlorinated<br />

groundwater plume and the designation of <strong>Installation</strong><br />

Restoration Program (IRP) Spill Site (SS) 071. The remedial<br />

design (RD) was completed for SS 057 and the RA construction<br />

contract was awarded. Sampling and analysis costs for the<br />

operation and maintenance of the benzene treatment system<br />

were reduced by 75 percent due to the reduced frequency of<br />

National Pollutant Discharge Elimination System monitoring<br />

from weekly to monthly. Additional savings were captured<br />

through the sale and recycling of free product (JP 4), which was<br />

removed from the groundwater at SS 006.<br />

In FY03, the installation completed SRIs at several sites to<br />

verify the adequacy of implemented remedies. The<br />

investigations concluded that plume contaminants were being<br />

successfully captured, and indicated the need for additional<br />

monitoring wells to monitor a surface water body. The Air Force<br />

completed an addendum to the basewide RAP for five sites.<br />

The Air Force also completed construction of the RA system at<br />

SS 057. A draft operating properly and successfully document<br />

for SS 005 received concurrence contingent upon incorporating<br />

EPA comments.<br />

In FY04, the installation completed the first 5-year review and<br />

carried out a screening for residual mercury vapors and<br />

radioactive materials. The installation conducted a remedial<br />

process optimization (RPO) study for three pump-and-treat<br />

systems and implemented a short-term RPO recommendation<br />

for a rebound study at the soil vapor extraction system at Site<br />

FT 002. The installation removed a previously unknown<br />

300-gallon UST. The installation created a project to fill data<br />

gaps at Sites LFs 030 and 031 and issued a request for<br />

proposal. Site ST 069 attained the State's cleanup action<br />

levels. The RAB met and was presented with the findings of the<br />

5-year review and a description of the cleanup status at various<br />

sites. The Air Force conducted an inventory of Military<br />

Munitions Response Program (MMRP) sites. MMRP sites were<br />

identified at this installation.<br />

In FY05, the installation completed fieldwork for the remedial<br />

investigation (RI) at SS 072 and issued a draft report. The Air<br />

Force began evaluating requirements at MMRP sites at this<br />

installation.<br />

p‰HT2s‚€2€�������<br />

Wurtsmith AFB completed a site assessment for the UST at<br />

Building 5002. The installation completed fieldwork at LFs 030<br />

and 031 to provide information to help resolve a disagreement<br />

between the Air Force and the Michigan Department of<br />

Environmental Quality (MDEQ) on the remedy. The Air Force<br />

also submitted a risk assessment to the MDEQ to modify the<br />

allowable discharge of perchloroethylene (PCE) to the wetland.<br />

The cost of completing environmental restoration has changed<br />

significantly due to technical issues and changes in estimating<br />

criteria.<br />

Regulatory issues delayed the feasibility study (FS) for SS 072.<br />

Regulatory issues delayed the RI, decision document (DD), and<br />

RD/RA at SS 072. Scheduling issues delayed the RCRA cap<br />

resolution.<br />

The installation completed an archive search report to identify<br />

and evaluate all MMRP sites and determine necessary<br />

follow-on actions. The installation identified five MMRP sites.<br />

These sites include the Fire-In Butt, Skeet Range (south),<br />

Skeet Range (west), Grenade Range, and explosive ordnance<br />

disposal (north).<br />
