Environmental studies at Richards-Gebaur Air Reserve Station<br />

(ARS) began in FY82. In July 1991, the BRAC Commission<br />

recommended closure of the installation and it was closed on<br />

September 30, 1994. Prominent site types identified at the<br />

installation include a fire training area, vehicle maintenance<br />

areas, hazardous waste drum storage areas, fuel storage<br />

areas, and underground storage tanks (USTs). An<br />

Environmental Baseline Survey (EBS) was completed in FY94.<br />

The installation formed a Restoration Advisory Board (RAB) in<br />

1994, which adjourned in FY04 after unanimous agreement that<br />

their mission had been completed. The community relations<br />

plan (CRP) was updated in FY04 to indicate the status of<br />

remediation efforts and identify ongoing opportunities for<br />

community involvement.<br />

The basewide evaluation and consolidation study, completed in<br />

FY99, identified 23 sites. Of the 23 sites, 3 sites required no<br />

further response action planned (NFRAP) decision documents<br />

(DDs), 16 sites required remedial investigations (RIs), and the<br />

remaining 4 sites, as well as 6 subsequently identified sites,<br />

required closure under Missouri RCRA-C UST regulations. The<br />

installation completed the Records of Decision (ROD) for<br />

Operable Units (OUs) 1 and 2 in FY04. In FY06,<br />

Richards-Gebaur ARS transferred environmental responsibility<br />

for <strong>Installation</strong> Restoration Program (IRP) sites SS 003 and SS<br />

009 to the Marine Corps. The cleanup progress at<br />

Richards-Gebaur ARS for FY02 through FY05 is detailed<br />

below.<br />

In FY02, the Air Force submitted a supplemental RI report to<br />

regulators for two new sites identified as a result of the EBS site<br />

inspection. The engineering evaluation and cost analysis was<br />

approved by regulators and remedial actions (RAs) were<br />

completed to address contaminated soil sites. RAs for the EBS<br />

sites were completed. A draft feasibility study (FS) and<br />

proposed plan (PP) were completed. The Air Force, along with<br />

the U.S. Army Corps of Engineers, held quarterly RAB<br />

meetings to keep the public informed of ongoing environmental<br />

activities at the base.<br />

In FY03, the draft ROD for OUs 1 and 2 was completed and<br />

submitted to regulators. The interim action report for soil and<br />

sediment for OU 1, the focused FS for OU 1, and the FS for OU<br />

NFRAP DDs were completed for Areas of Concern (AOCs) 001<br />

and 002, and Sites OT 010 and ST 007, which attained<br />

residential soil remediation goals. The NFRAP DDs for AOCs<br />

001 and 002 and Site OT 010 were signed. The installation<br />

completed a finding of suitability to transfer for Parcels K and L.<br />

A PP was completed and presented to the community.<br />

In FY04, the ROD for OUs 1 and 2 was completed and signed.<br />

The NFRAP DD was completed and signed for Site ST 007.<br />

The Air Force conducted an inventory of Military Munitions<br />

Restoration Program (MMRP) sites. No MMRP sites were<br />

identified at this installation. The CRP was updated to indicate<br />

the status of remediation efforts and identify ongoing<br />

opportunities for community involvement. The RAB adjourned<br />

after the members unanimously agreed that their mission had<br />

been completed.<br />

In FY05, the installation completed the land use<br />

control/institutional control (LUC/IC) management plan and<br />

updated the groundwater monitoring plan. The installation also<br />

conducted semiannual groundwater monitoring at six sites and<br />

annual LUC/IC inspections. In addition, the installation<br />

transferred the remainder of base property to the City of<br />

Kansas City and the Marine Corps Reserves.<br />

The installation conducted semiannual groundwater monitoring<br />

at six sites and conducted the annual LUC/IC inspections. The<br />

Air Force conducted field activities associated with the first<br />

5-year review and prepared the draft 5-year review report. The<br />

installation transferred environmental responsibility for IRP sites<br />

SS 003 and SS 009 to the Marine Corps.<br />

Richards-Gebaur ARS initiated meetings with the Kansas City<br />

Port Authority to evaluate the feasibility of entering into an<br />

environmental services cooperative agreement (ESCA) for<br />

responsibility of long-term management of the remaining<br />

remedies. Technical issues delayed the completion of the<br />

5-year review.<br />
