Plattsburgh Air Force Base (AFB) was placed on the NPL in<br />

November 1989 after the former fire training area was<br />

determined to be a source of chlorinated solvents and benzene,<br />

toluene, ethyl benzene, and xylene contamination in<br />

groundwater. The BRAC Commission recommended closure of<br />

Plattsburgh AFB in 1993. Site types include underground<br />

storage tanks, aboveground storage tanks, landfills, industrial<br />

facilities, spill sites, and training areas. In July 1991, the<br />

installation signed a federal facility agreement (FFA), which<br />

became effective September 1991. Plattsburgh AFB formed a<br />

technical review committee (TRC) in FY91. In FY94, the<br />

installation converted the TRC to a Restoration Advisory Board<br />

(RAB) to support cleanup efforts. In FY95, an installationwide<br />

environmental impact statement and a comprehensive land<br />

reuse plan were completed, and a community relations plan<br />

was drafted. In FY97, the Environmental Baseline Survey was<br />

updated. The BRAC cleanup plan was updated in FY04.<br />

Five-year reviews were completed in FY99 and FY04.<br />

Environmental studies at Plattsburgh AFB have identified 41<br />

sites for investigation and cleanup. To date, regulatory<br />

concurrence has been received for the closeout of 21 sites.<br />

Records of Decision (RODs) have been completed for 36 sites<br />

to date. The cleanup progress at Plattsburgh AFB for FY02<br />

through FY05 is detailed below.<br />

In FY02, the installation completed a cultural resources<br />

management plan, and submitted the interactive cultural<br />

resources Web site and historic cold war buildings recordation<br />

data for approval. A no further action (NFA) ROD was finalized<br />

for one site. Cleanup progress included completing a removal<br />

action using soil vapor extraction and initiating contaminated<br />

soil removal.<br />

In FY03, the Air Force signed a final ROD for one site and an<br />

interim ROD for the former fire training (FT) area 002 (FT 002)<br />

to facilitate construction of the selected remedy. The installation<br />

initiated construction of the final remedy for this site.<br />

In FY04, the installation partially completed construction of the<br />

remedy at FT 002 and initiated remedial action (RA) operation.<br />

The installation completed a preliminary assessment and site<br />

inspection (SI) at the former Weapons Storage Area. NFA was<br />

recommended and the appropriate documentation was<br />

completed. NFA decision documents were also completed for<br />

two other SIs. The second 5-year review was completed. The<br />

Air Force conducted an inventory of Military Munitions<br />

Response Program (MMRP) sites. MMRP sites were identified<br />

at this installation. The RAB conducted a tour of the FT 002 RA<br />

construction.<br />

In FY05, the installation completed construction of the FT 002<br />

remedy. The installation also continued operation of remedial<br />

systems and long-term management (LTM) activities at other<br />

restoration sites. The Air Force began evaluating requirements<br />

at MMRP sites at this installation. The RAB held two meetings.<br />

Plattsburgh AFB continued operation of remedial systems and<br />

LTM activities in support of remedial programs. The installation<br />

initiated a remedial process optimization study of the FT 002<br />

source operable unit. The cost of completing environmental<br />

restoration has changed significantly due to technical issues<br />

and changes in estimating criteria.<br />

No RODs were finalized by the installation due to regulatory<br />

issues and concerns involving evaluation of soil vapor intrusion<br />

(SVI) pathways.<br />
