Norfolk Naval Shipyard (NSY) is located on the western bank of<br />
the southern branch of the Elizabeth River. The Norfolk NSY<br />
<strong>Installation</strong> Restoration Program (IRP) includes investigation<br />
and remediation of sites located within the main shipyard and<br />
within three annexes that were formerly part of Norfolk NSY but<br />
are now under the control of other claimants. The sites resulted<br />
from past landfilling, disposal operations, and the operation of a<br />
plating shop. The installation was placed on the NPL in July<br />
1999, because of the potential impact of surface water runoff on<br />
Paradise Creek, which is adjacent to the shipyard disposal<br />
areas. In 2005, the BRAC Commission recommended Norfolk<br />
NSY for realignment. An administrative record was established<br />
in FY92, and a community relations plan (CRP) was completed<br />
in FY94; the CRP was updated in June 2003. The installation<br />
formed a technical review committee in FY94 and converted it<br />
to a Restoration Advisory Board in FY96. The Navy completed<br />
a federal facility agreement (FFA) in September 2004.<br />
An initial assessment study identified 19 sites at Norfolk NSY. A<br />
RCRA facility investigation (RFI) performed at the installation<br />
identified 31 solid waste management units (SWMUs). An RFI<br />
supplement identified an additional 121 SWMUs and areas of<br />
concern (AOCs). An additional 47 AOCs were later identified,<br />
bringing the total number of potentially contaminated areas at<br />
Norfolk NSY to 218. During the development of the FFA,<br />
inconsistent numbering and nomenclature of potentially<br />
contaminated areas in the previous documentation was<br />
identified. As a result, the Norfolk NSY reduced the number of<br />
identified sites in the FFA to 163. The installation completed<br />
two Records of Decision (RODs) for Site 17 and OU 1. The<br />
cleanup progress at Norfolk NSY for FY02 through FY05 is<br />
detailed below.<br />
In FY02, Norfolk NSY led the development of a joint approach<br />
response action (JARA) to address cross-boundary<br />
contamination from Norfolk NSY Site 9 onto an adjoining<br />
private NPL site. The Department of Justice established the<br />
JARA allocation costs. The feasibility study (FS) for Site 17 was<br />
completed. The installation completed the St. Helena Annex<br />
expanded site inspection, which allowed the property to be<br />
excessed. The installation completed remedial investigations<br />
(RI) for Operable Units (OUs) 1 and 2. The Navy completed an<br />

sites. No MMRP sites were identified at this installation.<br />
In FY03, the installation drafted an FFA, which identified a total<br />
of 163 sites (7 sites which will require a ROD, 5 site screening<br />
areas, 5 preliminary screening areas, and 146 no further action<br />
sites). The installation completed the JARA to address<br />
cross-boundary contamination from Norfolk NSY Site 9.<br />
Approximately 44,000 tons of calcium hydroxide and other<br />
debris were removed and the site was restored to create 1.5<br />
acres of engineered tidal wetlands.<br />
In FY04, the installation finalized the FFA. The Navy completed<br />
the engineering evaluation and cost analysis and removal<br />
action designs for OUs 1 and 2. The non-time critical removal<br />
action (NTCRA) at OU 1 was initiated.<br />
In FY05, Norfolk NSY's Site 17 FS was revised to address<br />
changes in the planning requirements for the site. An NTCRA<br />
was completed at OU 1; approximately 30,000 tons of waste<br />
were removed, and 1.46 acres of wetlands were created or<br />
restored. The installation finalized the proposed plan for OU 1.<br />
The Navy initiated the Phase I NTCRA for OU 2.<br />

Norfolk NSY completed the RODs for Site 17 and OU 1. The<br />
remedial action in the Site 17 ROD is to restrict residential<br />
development via land use controls. The installation completed<br />
the RI/FS for Site 10.<br />
Technical issues delayed completion of the Phase I NTCRA at<br />
OU 2.<br />
