The 1995 BRAC Commission recommended closure of<br />

Oakland Army Base. The Army closed the installation as<br />

scheduled on September 30, 1999. Beginning in 1989, the<br />

installation continued to characterize potentially contaminated<br />

areas through its <strong>Installation</strong> Restoration Program (IRP). These<br />

sites included underground storage tanks; Berths 6 and 6 ½,<br />

where storm drain bedding materials were contaminated with oil<br />

and fuel products; Building 991, where pesticides and oil were<br />

in soil and groundwater; the West Grand Avenue overpass<br />

roadsides (lead-contaminated soil); Building 807 (chlorinated<br />

solvents in soil and groundwater); and Building 648, where soil<br />

was contaminated with polychlorinated biphenyls (PCBs). In<br />

FY96, the installation formed a BRAC cleanup team and a<br />

Restoration Advisory Board (RAB). In FY98, the installation<br />

completed an initial BRAC cleanup plan and an Environmental<br />

Baseline Survey for each of the base's 26 parcels.<br />

Environmental studies identified 26 BRAC parcels at the<br />

installation. To date, the Army has signed a Record of Decision<br />

(ROD) and transferred approximately 387 acres. Parcel 1 and<br />

Operable Unit (OU) 2 are the only remaining Army sites. The<br />

cleanup progress at Oakland Army Base for FY02 through<br />

FY05 is detailed below.<br />

In FY02, under negotiations for a finding of suitability for early<br />

transfer (FOSET), the state regulatory agency agreed on land<br />

use controls to be included in the transfer documents. In<br />

addition, EPA granted a land disposal restriction variance,<br />

which greatly facilitated the agreement by the state regulatory<br />

agency to accept the viability of the financial agreement<br />

between the Army and the local reuse authority (LRA). The<br />

Army postponed groundwater treatment of the MTBE and<br />

benzene plume, which the LRA assumed upon transfer. The<br />

Army transferred 18 acres to the Federal Highway<br />

Administration. The Army awarded a remedial<br />

investigation/feasibility study (RI/FS) contract for the remaining<br />

20-acre Parcel 1. The Army completed an inventory of closed,<br />

transferred, and transferring ranges and sites with unexploded<br />

ordnance, discarded military munitions, or munitions<br />

constituents. The inventory identified no Military Munitions<br />

Response Program (MMRP) sites at this installation. The RAB<br />

reviewed the investigation reports for the Building 1 waste oil<br />

site, the OU 4 investigation, and the Phase II investigation as<br />

well as the LRA's remedial action (RA) plan and risk<br />

management plan.<br />

In FY03, the Army provided supplementary groundwater<br />

monitoring, thus completing FOSET negotiations. Funding was<br />

programmed for the Parcel 1 investigation and cleanup. The<br />

Army also initiated off-site OU 2 groundwater monitoring. In<br />

support of the FOSET, the state regulatory agency issued a<br />

ROD approving the LRA RA and risk management plans. The<br />

installation transferred 366 acres to the LRA. The RAB initiated<br />

the process to formally adjourn.<br />

In FY04, the Army transferred groundwater monitoring<br />

responsibility to the LRA for their closure actions. The Army<br />

continued to oversee LRA cleanup actions under the terms of<br />

the environmental services cooperative agreement (ESCA).<br />

In FY05, the Army completed the Parcel 1 RI and draft FS, and<br />

began remedial design (RD)/RA contracting actions. The<br />

regulators agreed to postpone RAs at OU 2 until the source<br />

area for the contamination was investigated and remediated.<br />

The installation continued oversight of the LRA RAs.<br />

The Army completed the FS and awarded a contract for RD/RA<br />

at Parcel 1. The Army also drafted the decision document (DD)<br />

for Parcel 1 RAs. The Army reevaluated the alternative selected<br />

in the ROD for Parcel 1. As a result, the Army will amend the<br />

draft DD and resubmit it for regulatory concurrence. The OU 2<br />

property owner started actions to fill the wetland site for railroad<br />

expansion under the fill and development plan. The adjacent<br />

LRA property became a non-issue as a source. The Army<br />

expects that this will relieve the it of RA responsibility at OU 2.<br />

The Army continued oversight of LRA RAs. The cost of<br />

completing environmental restoration has changed significantly<br />

due to technical issues.<br />
